Job description

The specialist will work under the guidance of the team leader in implementing all aspects of the procurement under the project. The specialist will:
(i) Develop the manual for community participation in procurement, and update procurement plan for goods, works, non-consulting and consulting services under the project (at least annually).
(ii) Assist in establishing a procurement framework with the National Procurement Commission.
(iii) Assist PMO and PIU in preparing community participation agreements, invitation for bids, request for expressions of interest, bidding/ prequalification documents, request for proposals, evaluation reports, contracts, and other documents concerning procurement of goods, works, nonconsulting and consulting services.
(iv) Work with the procurement officer for operational advice on concepts, policies, and procedures for international and local procurement matters and community participation in procurement.
(v) Provide assistance on procurement matters of the project to ensure consistent application of the ADB's New Procurement Framework (Procurement Regulations for ADB Borrowers and ADB Procurement Policies) and the Procurement Guidelines of the Republica Democratica de Timor-Leste as stipulated in the published Journal Decree No. 21/2022 as appropriate and acceptable.
(vi) Closely monitor procurement activities in reference to the Procurement Plan timeline and the procurement approval process of the government and bring any slippage of activities immediately to the attention of the Team leader.
(vii) Prepare quarterly reports on procurement status and procurement risk mitigation framework and arrange submission of the same to the donor for review.
(viii) Assist PMO and PIU in reviewing various project implementation and capacity development reports pertaining to procurement.
(ix) Conduct diagnostic analyses on delays, inefficiency, etc. in the system, and provide recommendations to improve the same, if required.
(x) Conduct on the job training program in procurement for project administrative staff;
(xi) Any other task assigned by the team leader.

Qualifications

(i) Bachelor’s degree in engineering / quantity surveying or relevant subject
(ii) 12 years of professional experience, of which 8 years in developing countries, of procurement of goods, works and services, and administration of contracts
(iii) Extensive experience in procurement of goods and services and contract administration of ADB or World Bank financed projects
(iv) Preferably having experience in Southeast Asia
(v) Fluent written and spoken English
