Project Management and Rural Development Officer/Deputy Team Leader (national)
Consulting Service for the Project Management Consultant (PMC) of the Rural Resilience and Livelihood Improvement Sector Project - Timor Leste

The officer will provide administrative and project management support as well as leadership in project M&E, particularly in report and data collection, maintenance of project database as well as preparation and submission of project reports. The officer will facilitate day-to-day coordination and communication with the project steering committee, PMO, PIU, and other project stakeholders. The officer will:
(i) Work closely with the PM/TL in supporting the PMO with the overall project coordination and management;
(ii) In coordination with the PM/TL, support PMO in preparing annual project implementation and financial plans and communication plan;
(iii) Coordinate with the PIU as well as other members of the PMO in securing municipality reports (financial report, quarterly progress reports), as well as in the collection, consolidation and analysis of subproject data and other pertinent information and initiate the drafting of quarterly, semi-annual and annual progress reports to be finalized with the PM/TL and submitted to MRDCH on or before deadlines set in the project legal agreements;
(iv) Lead the preparation of quarterly work plans of consultants at the end of each quarter;
(v) Supervise/monitor the performance of consultants, ensure that their activities are in accordance with the approved work plans, and provide technical support as necessary;
(vi) Ensure that the work plan in accordance with the annual plan and the directions set by the PMO;
(vii) In collaboration with the PMO, coordinate overall project implementation, including provision of technical and logistical support as well as monitoring and evaluation of project activities;
(viii) In collaboration with the project finance and procurement teams, ensure timely disbursement of funds and proper recording and accounting of procurements and other financial transactions;
(ix) Work with the M&E Officer in reviewing, enhancing, simplifying project reporting forms and templates;
(x) Oversee the development of the M&E framework, including quarterly/annual progress reporting against work plans and budgets, design and conduct of required studies, and participatory M&E arrangements integrated into the community project cycle;
(xi) Ensure full coordination between and among the PMO and PIU; and help resolve issues and grievances in the amicable manner.
Qualification
(i) Bachelor’s Degree or equivalent in Agriculture/Community and Rural Development/ Civil Engineering or related discipline
(ii) Preferably having a master’s degree in a related discipline
(iii) 15 years of professional experience
(iv) Experience of community-based development approaches to rural development, including interventions in small-scale rural, infrastructure & livelihoods development
(v) Project management experience on multi-sector rural community development projects
(vi) Preferably 10 years of experience of leading project teams, including for large scale projects, and coordinating with Government agencies, other project stakeholders and the public
(vii) Experience in donor-financed projects
(viii) Good written and spoken English
