The Agriculture and Rural Livelihood Specialist will be responsible for ensuring the Output 3 activities are implemented according to plan and achieve the expected results of the marketing plan, by mentoring the national agriculture and rural livelihood specialist and providing support to the PMO and PIU. It will report to the PM/TL. The specialist will:
(i) Prepare guidelines and support the national agriculture and rural livelihood officer, field support officers and the PIU;
(ii) As part of the land-use/agriculture and agroforestry planning, determine which crops in the target villages – preferably across the different agroclimatic zones – have the most appropriate agriculture and agroforestry potential, and identify constraints to improved productivity and optimal agroforestry/agriculture systems;
(iii) Conduct municipal market assessments to determine market opportunities;
(iv) Utilize the planning tools to determine the best combination of plants and practices by agroecological zones, climate and disaster risk, market or consumption trends, and farmer request;
(v) Coordinate with other project outputs to ensure a coordinated approach as part of the overall landscape assessment and planning exercise;
(vi) Prepare training materials and manuals, schedules, budget, etc.;
(vii) Support the national Agriculture and Rural Development Officer in training the field support officers and PIU in how to conduct the multi-year market assessment and planning as part of the broader landscape assessment;
(viii) Participate in planning sessions with selected communities and provide guidance when necessary;
(ix) Monitor the implementation of project activities and provide guidance when necessary;
(x) Participate in the annual review of activities and planning for the next cycle;
(xi) Identify and pilot progressive agriculture/agroforestry and climate adaptation techniques which integrate new climate change preparedness
(xii) Identify at least five new market opportunities and prepare feasibility studies for private sector partners to invest in the new market opportunities, with linkages to communities supported by the project.
Qualification
(i) Bachelor’s degree or equivalent in agriculture, agronomy or related subject
(ii) Preferably secondary qualifications in an appropriate discipline
(iii) 10 years of professional experience of which 5 years in developing countries
(iv) Preferably having experience in Timor-Leste or countries with similar conditions and being able to communicate in Indonesian and/or Tetun.
(v) Experience in guiding and, analyzing and setting up farming systems, agroforestry activities or agribusiness operations
(vi) Preferably having experience of donor financed projects
