The PAVICC is an urban development programme aimed at planning the urbanisation of four cities in Benin (Cotonou, Comè, Sémè-Podji and Bohicon) taking the current and future impacts of climate change into account. PAVICC aimed to advise cities and strengthen their institutional, organisational and individual capacities in the areas of land use planning, with the introduction of the concept of resilience, infrastructure (planning, management and maintenance), taxation and budgeting.
The main focus areas of PAVICC were:
- Urban planning - Development of strategic and operational urban planning tools to anticipate and prevent the recurrence of current situations and to better take climate, urban and socio-economic risks into account in urban planning documents, and
- Resilient urban investment - Development of essential and sustainable urban services such as drainage infrastructure, improved neighbourhood accessibility and the protection of physical assets and flood-prone areas.

CHALLENGES AND PROSPECTS

Climate and regions: building urban resilience

Climate change is one of the major challenges facing urban and regional development. Its effects, such as heat waves, rising sea levels, water stress, food insecurity and increasingly frequent extreme weather events, are having a profound impact on cities and regions.

These impacts exacerbate social and economic inequalities, particularly in developing countries, where vulnerable populations are exposed to the greatest risk.

Given these challenges, Ginger SOFRECO is committed to strengthening urban resilience by integrating climate issues into its activities, in order to contribute to more sustainable, inclusive territories that are better-equipped to face future risks.
