Over the past 15 years, the Perspective Training and Research Institute has become a key partner for institutions and administrations in Africa, across all sectors. The professional skills enhancement courses offered by the Institute are part of the management of official development assistance. As such, they help to improve the performance of its clients and their administrations in general. The topics covered include organisational and human resources management, project management, public procurement and contracts, public finance, as well as more technical subjects in the fields of energy, infrastructure, transport, the mining sector, climate change and many others that lie at the heart of new development policies.

Feasibility Study of a Capacity Building Programme for the training institute of Ethiopian Electric Power (EEP) (

Technical assistance aimed at:
- Providing a detailed diagnostic of the EEP in terms of human resources, skills and training needs;
- Preparing a detailed feasibility study for the project to be financed by AFD;
- Supporting the launch of the project and the implementation of the first priority training courses.
More specifically, the aim of this mission was to conduct a feasibility study to define the overall capacity building programme for the EEP Training Institute, including its human resources department, particularly in the design and implementation of relevant training and capacity building programmes. The mission was carried out in three phases: 1) Diagnostic and strategic vision for the project, 2) Detailed feasibility study, and 3) Support for the launch of the project and the implementation of the first priority training courses.

Our Perspective training institute Central African Republic Congo

Technical assistance aimed at strengthening the human capacities of agents of the Economic Interest Group for Waterway Maintenance Services (GIE-SCEVN), responsible for improving navigability conditions on inter-state waterways in the Republic of Congo and the Central African Republic. This training project was implemented using a ‘Learning by Doing’ approach. The training method was essentially based on active learning principles, in particular through self-assessment, experience sharing, practical training and coaching and mentoring. The programme offered included management training, QHSE training, technical and hydrographic training, executive assistance training, stock management training, IT training, and finance and accounting training. Depending on the module, the training courses took place either in Brazzaville or Bangui.

The objective of the training was to train six executives from the Madagascan Ministry of Education in psychometrics. The training took place in Clichy over a period of two weeks (ten working days).
The training modules covered: 1) psychometric principles and standards of ABS: validity, fairness, equity, 2) test construction: analysis of study programmes; table, specifications and plan; article writing standards; practising writing items; writing the debriefing article, quality control; equivalent versions of tests and rotating booklets, translations, examples of international articles, 3) questionnaire construction: Practical: Summary of practice and week, 4) item analysis: classical test theory; practising on a data set; item response theory (IRT) - dichotomous models; SORT practice on a data set; item response theory (IRT) - partial credit models; anchoring items, test scaling, 5) analysis of questionnaire responses: Construction of indices; Review of international questionnaires and debriefing of Malagasy questionnaires, 6) ISU SDG 4 reporting standards.
This training course was supported by the Directorate for Evaluation, Forecasting and Performance (DEFP) of the French Ministry of National Education.

Catalogue training course: Procedures for the award and implementation of public contracts (

The objective of the training was to train seven agents from various countries over a period of 13 days. It aimed in particular to provide participants with the following skills and know-how: (i) accurately definition of needs in accordance with the principles, (ii) compliance with procurement thresholds, (iii) identification of the main procurement procedures and exemptions, (iv) handling of complaints and appeals, (v) management of contract performance with a view to achieving results, (vi) anticipation of changes and disruptions during performance, (vii) resolution of disputes through amicable and/or contentious means, and (viii) handling of ex post control within the programme budget.
The training modules covered involved: (i) the legal framework for public procurement, (ii) common aspects of the different legal frameworks, (iii) principles and existing contractual arrangements in Senegal, (iv) procurement procedures, (v) a case study: controls related to procedures and those related to the award of contracts, (vi) contract performance, (vii) subcontracting: general aspects, and (viii) acceptance of work, termination of a contract and performance guarantees.
This training was implemented in partnership with the Public Procurement Chair at the University of Paris Saclay

Capacity building in climate finance in the six (6) beneficiary countries of the RECFIC project (

African Development Bank

The overall objective of this mission was to strengthen the institutional and technical capacities of the six beneficiary countries (Burkina Faso, Djibouti, Niger, Central African Republic, Democratic Republic of Congo and Chad) in the area of climate finance. The aim was to enable these countries to increase their access to climate finance in order to strengthen their climate risk prevention and management actions, which are essential for mitigating the effects of climate change and strengthening the resilience of vulnerable communities. The objectives were to:
- Identify capacity-building needs in each country in the area of climate finance, in line with their Nationally Determined Contributions (NDCs), and identify specific needs for support to existing or potential National Implementation Entities (NIEs);
- Develop tailor-made training modules and organise face-to-face workshops to meet the identified needs.
- Create an online course on climate finance accessible to stakeholders, incorporating educational content, interactive activities and assessments.

Training in results-based management of development cooperation projects (

The OIF wanted to strengthen the technical professional skills of project managers in order to improve the quality of the cooperation projects it implements in terms of results-based management, project management and performance. With this in mind, Ginger SOFRECO organised and facilitated two training sessions for OIF project managers, based on best practices and tools used in the field of development cooperation project management, with a view to strengthening staff capacity in results-based cooperation project management. The mission then continued with discussions and technical support on the development and validation of the OIF's new strategy for the coming years.

Challenges and prospects

Continual training in the public sector

Continual training in public administrations in developing countries is a major issue for the performance of public policy management and the services expected by their populations. Issues relating to the management of official development assistance, and particularly the transition to programme budgeting, have become a central concern in recent years. The Perspective Institute supports the Ministries of many French-speaking African countries in this reform process, in line with the recommendations of the Bretton Woods organisations, by offering high-level training courses that meet international standards in the field, while remaining firmly grounded in the reality of its clients' countries.
