Strengthening dialogue between national public institutions and technical and financial partners is at the heart of sustainable development strategies.
For two decades, Ginger SOFRECO has been supporting governments, European Union delegations and cooperation actors in the strategic steering of public policies, economic diplomacy and the improvement of aid effectiveness.
Our work supports the emergence of structured partnerships that are rooted in national priorities and aligned with international cooperation frameworks. We implement a variety of tools and mechanisms, including cooperation facilities, sectoral dialogues, Team Europe initiatives, joint programming mechanisms, monitoring and evaluation mechanisms and coordination platforms for funding agencies.
With an approach that combines technical expertise, institutional intelligence and operational responsiveness, we help make official development assistance more coherent, effective and visible, with a view to achieving a lasting impact.

Ginger SOFRECO supports public institutions and international partners in designing, facilitating and monitoring sectoral and cross-sectoral policy dialogue. The aim is to strengthen the coherence of reforms, structure multi-stakeholder partnerships and promote national ownership of public policies through:
- Support for the structuring of dialogue frameworks between ministries, funding agencies, civil society and the private sector
- Facilitation of thematic dialogues in key sectors (economy, governance, climate, etc.)
- Support for Team Europe initiatives and coordination between technical and financial partners
- Support for the formulation of national policies through participatory and inclusive approaches
- The establishment of consultation platforms and strengthening of strategic steering capacities
- Support for the coherence of sectoral policies with national frameworks and international commitments
- The development of shared roadmaps and joint monitoring mechanisms

Dedicated teams
Ginger SOFRECO's Economy, Public Management and Private Sector department is supported by a multidisciplinary team of around 15 project managers and experts in economic governance, public sector reform, international trade, justice, gender equality and regional integration. With backgrounds in law, economics, international relations and public management, our staff have proven field experience in more than 40 countries, with a strong presence in Africa, Eastern Europe, the Balkans, Asia and Latin America.
Each year, we mobilise a structured network of more than 100 regular experts, including around 40 on long-term assignments, to support partner administrations in the design, implementation and evaluation of strategic public policies, economic diplomacy and aid coordination.

Strengthening national capacities for aid management and coordination
The growing complexity of cooperation mechanisms and the multitude of funding agencies necessitate increased coordination, strategic planning and accountability capabilities on the part of partner countries. However, many administrations still lack the necessary tools, skills and inter-institutional structures to manage aid flows and coordinate reforms effectively.
Ginger SOFRECO supports the strengthening of these steering functions by facilitating consultation between ministries, transparency in decision-making processes and coordination between national priorities and external support.
This support helps to strengthen the sovereignty of public policies and improve the impact of initiatives undertaken.
