Health system strengthening (HSS) involves the improvement and reform of essential services, including hospitals, outpatient departments and facilities management. The objectives are to ensure equitable access to care, strengthen health system governance at all levels – from central to peripheral, as well as health facilities – and ensure the sustainability of services.

An essential component of HSS is strengthening human resource capacity at all levels of the health pyramid. Effective management and continuous training of health professionals are key factors in ensuring the optimal functioning of the health system and improving the quality of care.

Community health as an essential pillar of HSS

Health system strengthening (HSS) and community health are two interdependent pillars for ensuring equitable access to care and improving the resilience of health systems. An integrated approach makes it possible to meet the needs of the most vulnerable populations by strengthening infrastructure, human resources and health services at the local level.

  • Community health relies on the active participation of local populations in managing their own health. It includes essential services such as:
  • Prevention and health promotion (vaccination, awareness of infectious and chronic diseases).
  • Improving access to primary care through community health workers.
  • Strengthening the link between communities and formal healthcare structures.

Integrating community health programmes into health system strengthening ensures universal health coverage (UHC) and reduces health inequalities.
In terms of governance and financing, it is important to incorporate a community-based approach that considers:

  • The decentralisation of services for better local care.
  • The sustainable financing of community health programmes (e.g., national funds and local health insurance).
  • The development of policies tailored to the needs of communities.
