With over 30 years of experience, the Health Division – formerly known as Conseil Santé – is responsible for designing and implementing training, capacity strengthening and public policy support programmes.
We support sector stakeholders in improving primary healthcare, modernising infrastructure and service management, developing quality assurance strategies and professionalising teams, using an approach that combines the social determinants of health and international standards.

Health system strengthening (HSS) involves the improvement and reform of essential services, including hospitals, outpatient departments and facilities management. The objectives are to ensure equitable access to care, strengthen health system governance at all levels – from central to peripheral, as well as health facilities – and ensure the sustainability of services.
An essential component of HSS is strengthening human resource capacity at all levels of the health pyramid. Effective management and continuous training of health professionals are key factors in ensuring the optimal functioning of the health system and improving the quality of care.
