Project Context
Jordan is one of the most water-scarce countries in the world. The Jordan Water
Sector Efficiency Project (JWSEP), co-financed by the World Bank, the Agence
Française de Développement (AFD), and the Global Concessional Financing
Facility (GCFF), aims to strengthen the sustainability, efficiency, and
resilience of the country’s water services. The project is being implemented by
the Water Authority of Jordan (WAJ) and the Ministry of Water and Irrigation
(MWI) between 2023 and 2028, with a total financing envelope of USD 300
million.

Position Summary
We are seeking a qualified Procurement Senior Specialist (Key Expert 3) to
oversee procurement activities across the JWSEP, ensuring compliance with World
Bank standards and national legislation.

Key Responsibilities
• Prepare and review bidding documents and procurement plans
• Advise on procurement strategies and ensure compliance with WB guidelines
• Support capacity building of local teams on procurement rules and practices
• Coordinate with project stakeholders to facilitate timely procurement

Required Qualifications
• BSc in engineering or equivalent
• At least 15 years of experience in procurement in water sector projects
• At least 5 years using World Bank procurement documents
• Familiarity with Jordanian procurement legislation
• Fluency in English

Working Conditions
• Duty station: Amman, with field travel as required
• Full-time presence expected throughout the project duration
• Consultant will be engaged through a consulting firm under a services
contract
