Job Opportunity: Deputy Team Leader (K2) –
Jordan Water Sector Efficiency Project
Location: Amman, Jordan
Contract Duration: 48 months (Full-time)
Expected Starting Date: July 2025 (likely October 2025)
Type of Contract: National Long-term Technical Assistance Consultant

Project Context
Jordan is one of the most water-scarce countries in the world. The Jordan Water
Sector Efficiency Project (JWSEP), co-financed by the World Bank, the Agence
Française de Développement (AFD), and the Global Concessional Financing
Facility (GCFF), aims to strengthen the sustainability, efficiency, and
resilience of the country’s water services. The project is being implemented by
the Water Authority of Jordan (WAJ) and the Ministry of Water and Irrigation
(MWI) between 2023 and 2028, with a total financing envelope of USD 300
million.

Position Summary
We are seeking an experienced and motivated Deputy Team Leader (Key Expert 2)
to support the leadership and coordination of the TA component of the JWSEP.
This role involves close collaboration with WAJ, MWI, and other key
stakeholders throughout project implementation.

Key Responsibilities
• Support overall coordination of the Technical Assistance team
• Facilitate communication between the TA team and national institutions
• Assist in project planning, implementation, and performance tracking
• Contribute to reporting, training activities, and stakeholder engagement
• Support project monitoring and risk management, especially on local
compliance

Required Qualifications

  • BSc. in engineering or equivalent.


  • At least 20 years’ experience in technical assistance projects and/or operations management of water sector institutions, 15 years of which in similar assignments in the water sector and must have acted in a leadership role on two previous projects.


  • Expert knowledge of change management and organizational restructuring.


  • Relevant experience in designing and executing public infrastructure works; development of water supply working plans; project and financial management and leading and managing large multi-disciplinary teams.


  • Relevant experience in management and administration.


  • Arabic language native speaker.


  • Proficiency in the English language.

Working Conditions
• Duty station: Amman, with field travel as required
• Full-time presence expected throughout the project duration
• Consultant will be engaged through a consulting firm under a services
contract
