Project Context
Jordan is one of the most water-scarce countries in the world. The Jordan Water
Sector Efficiency Project (JWSEP), co-financed by the World Bank, the Agence
Française de Développement (AFD), and the Global Concessional Financing
Facility (GCFF), aims to strengthen the sustainability, efficiency, and
resilience of the country’s water services. The project is being implemented by
the Water Authority of Jordan (WAJ) and the Ministry of Water and Irrigation
(MWI) between 2023 and 2028, with a total financing envelope of USD 300
million.

Position Summary
We are seeking an experienced and motivated International Team Leader (Key
Expert 1) to lead the TA component of the JWSEP. This is a full-time position
over a 48-month period based in Amman, Jordan, with regular field visits.

Key Responsibilities
• Provide overall leadership and coordination of the Technical Assistance team
• Serve as the main focal point with WAJ, MWI, the PMD/PMU, and water utilities
• Oversee project planning, implementation monitoring, and stakeholder
coordination
• Ensure technical quality and compliance with environmental and social
safeguards
• Supervise preparation of reports, training activities, and performance
tracking
• Contribute to institutional strengthening, capacity building, and operational
improvements

Required Qualifications

• BSc. in engineering or equivalent.
  

• 
  

  At least 20 years’ experience in technical assistance projects and/or operations management of water sector institutions, 15 years of which in similar assignments in the water sector and must have acted as team leader on two previous projects.
  

• 
  

  Relevant experience in designing and executing public infrastructure works; development of water supply working plans; project and financial management and leading and managing large multi-disciplinary teams.

  Relevant experience in management and administration.
  

• 
  

  Proficiency in English language, Arabic language optional.
  

• 
  

  Relevant experience in international infrastructure projects, such as World Bank, AFD, KfW, USAID, or other development partners/donors.

Working Conditions
• Duty station: Amman, with field travel as required
• Full-time presence expected throughout the project duration
• Consultant will be engaged through a consulting firm under a services
contract
