Project Context
Jordan is one of the most water-scarce countries in the world. The Jordan Water
Sector Efficiency Project (JWSEP), co-financed by the World Bank, the Agence
Française de Développement (AFD), and the Global Concessional Financing
Facility (GCFF), aims to strengthen the sustainability, efficiency, and
resilience of the country’s water services. The project is being implemented by
the Water Authority of Jordan (WAJ) and the Ministry of Water and Irrigation
(MWI) between 2023 and 2028, with a total financing envelope of USD 300
million.

Position Summary
We are looking for a Social Safeguards Specialist (Key Expert 9) to ensure that
project activities comply with World Bank environmental and social standards.

Key Responsibilities
• Lead social assessments and stakeholder engagement
• Ensure implementation of the Environmental and Social Framework (ESF)
• Administer grievance redress mechanisms
• Monitor and report on social risks and impacts

Working Conditions
• Duty station: Amman, with field travel as required
• Full-time presence expected throughout the project duration
• Consultant will be engaged through a consulting firm under a services
contract

Qualification
Has an advanced university degree in anthropology, sociology, applied social sciences, or in a related discipline.
Has extensive knowledge with relevant Jordanian environmental and social regulations, and World Bank Environmental and Social standards and/or other international institutions.
Experience with donor-funded projects/programs a plus.
A minimum of 7 years of relevant professional experience in social assessment and stakeholder engagement, within the context of infrastructure development projects (water sector experience a plus).
Knowledge and experience in addressing other issues covered by the World Bank or equivalent.
Environmental and Social Framework (ESF) such as labor and working conditions, community health and safety (including gender-based violence), experience with grievance redress mechanisms.
Has experience in delivering training on social assessment and risk management topics.
Experience with involuntary resettlement and the integration of relevant planning instruments such as Resettlement Action Plans (RAP) in overall project planning and implementation.
International or regional experience in coordinating and working with multidisciplinary teams.
Should have extensive experience in designing and conducting participatory, culturally appropriate, and accessible community engagement and information disclosure, with the inclusion of vulnerable groups or individuals that may be disproportionately affected by the project activities or face barriers to accessing benefits or engagements.
Excellent analytical and synthesis skills, good dispositions for teamwork and work under pressure, while respecting budgets and deadlines.
Ability to work in a team, to supervise and motivate a project team. Demonstrated ability to lead operational and analytical tasks. Field experience is highly desirable.
Excellent decision-making skills, ability to take initiative and work independently.
Cross-cultural experience, understanding, and sensitivity.
Excellent communication (oral and written) skills in Arabic and English.
