In the context of the implementation of the Knowledge hub for Expertise and Engagement and Youth in support of institutional youth engagement in EU external action, Ginger SOFRECO is reinforcing its roster of experts in the field of youth participation in anticipation of short-term assignments (homebased with possible field missions). Expertise should cover the following fields: Monitoring and Evaluation, Information and data Management, Youth Policy, Youth participation and engagement, consultation.

Qualification

Qualifications and Skills:

- Education: at least a Bachelor’s degree in human development, human rights/law, or a directly related discipline. In its absence, the Bachelor’s degree can be replaced by 3 years (660 FTE) of professional experience in one or more of these fields, in addition to the minimum general professional experience.
- Good understanding of the development cooperation sector and EU programmes and policies.
- Good computer skills (including proficiency in PowerPoint and producing visual materials).
- Good communication and pedagogical skills, including participatory techniques.
- Language skills: Non-key experts should cover fluency in English (at least C1 level) and one or more of the following: French (at least B2 level), Spanish (at least B2 level) and Portuguese (at least B2 level).

General Professional Experience:

- Professional experience in human development, human rights, investment, digital, green transition and/or development cooperation of minimum 10 years (2200 FTE) for a senior profile, 5 years (1100 FTE) for a mid-level profile and 2 years (440 FTE) for a junior profile.

Specific professional experience:

- Professional experience in policies and practices on youth of at least 5 years (1100 FTE) for a senior profile, 3 years (660 FTE) for a mid-level profile and 2 years (440 FTE) for a junior profile.
- Professional experience in development cooperation of at least 5 years (1100 FTE) for a senior profile, 3 years (660 FTE) for a mid-level profile and 2 years (440 FTE) for a junior profile.
Non-key experts should have experience in the following geographic areas: Africa, Latin America and the Caribbean, Asia and the Pacific, and the EU Neighbourhood area and arctic region.
- Professional experience with EU development policy and EU development cooperation programmes will be considered an asset.
