Analysis of Secondary and Tertiary Healthcare System Effectiveness

Analysis of the performance and efficiency of the secondary and tertiary sectors in the context of overall healthcare development. Specific objectives:

1. Analysis of the secondary and tertiary sectors (number of establishments, analysis of human resources in terms of quantity and distribution, analysis of management systems, team organisation, general organisation and organisation by unit, role and staff member tasks)

2. Development of a set of indicators to be used to evaluate healthcare services (which may be subsequently used for self-assessment)

3. Analysis of measures envisaged in national strategies concerning health policy, analysis of the healthcare system, healthcare delivery, governance, decision-making procedures and change management, public/private cooperation, etc.

4. Development of an action plan including measures necessary to improve the effectiveness and efficiency of secondary and tertiary healthcare

5. Drafting of the 2021-2030 national health strategy

6. Assistance for the acquisition of medical equipment
