The Government of the Republic of Madagascar requested financial support from the French Development Agency for the implementation of the Programme to support the development of balanced cities (PADEVE).
PADEVE mainly aims to improve the living conditions of the populations of the communes of Antsiranana (Diégo Suarez), Fianarantsoa, Toliara (Tuléar), Antsirabe, Toamasina and Mahajanga in Madagascar, by creating an environment with infrastructures and urban services conducive to economic development and to strengthening the technical and financial capacity of decentralised authorities to efficiently management urban services and invest in public equipment.
The objective is to propose an integrated approach aiming to building the communes’ capacities in a sustainable and structural manner, by creating long-term capacity and supporting the planned investments.
