Climate and Disaster Risk Management Specialist (international)
Consulting Service for the Project Management Consultant (PMC) of the Rural Resilience and Livelihood Improvement Sector Project - Timor Leste
Job description
The specialist will support the development and mainstreaming of climate and disaster resilience approaches to inform all aspects of project implementation, with particular focus on land-use planning for risk reduction. The specialist will:
(i) Provide technical advice for integrating resilient planning, infrastructure and livelihood measures in subprojects;
(ii) Contribute to the preparation of methodologies, training materials; and delivery methods to enable trained national specialists to work independently in the area of community and disaster risk management, in particular as concerns municipal and suco (village) spatial planning and subproject selection;
(iii) Conduct formal and on-the-job training during preparation phases and at the outset of each cycle;
(iv) Provide technical assistance support as required.
Qualifications
(i) Bachelor’s degree or equivalent in climate change, disaster management, hydrology, geography, or environmental science or related subject
(ii) Preferably secondary qualifications in an appropriate discipline
(iii) 15 years of professional experience of which 5 years in developing countries
(iv) Preferably having experience in Timor-Leste or countries with similar climate conditions
(v) Experience in land use planning
(vi) Preferably having experience in hazard mapping, flood analysis and planning, community involvement in planning, and rural development
(vii) Preferably having experience of donor financed projects
