Job description
Ginger SOFRECO is looking for potential Key Experts for the upcoming EU-funded project "Global Gateway Facility Guatemala", in Guatemala:
The Digital Transition Expert will play a key role in supporting sector monitoring and the implementation of initiatives related to the development of actions linked to digital transition, connectivity, information systems, cybersecurity, open and digital government, within the framework of the EU Global Gateway strategy.
The expert is not required to provide continuous presence throughout the entire duration of the contract, and the level of involvement may vary over the course of the project. An estimated total of 330 on-site working days is foreseen. The planning of the presence of Key Expert 3 will be discussed and agreed periodically with the EU Delegation.
Qualifications
Qualifications and Skills
1. University Master’s degree in systems engineering, digital transformation management, information and data sciences, telecommunications, or related fields; or a Bachelor’s degree in the same field plus four (4) years of proven professional experience in the same sector, in addition to the minimum general and specific experience required.
2. Full proficiency in Spanish (oral and written, native language or C2 level) and in English (minimum B2 level). If not a native speaker, a certificate attesting to language proficiency must be provided.
3. Excellent drafting, synthesis, public relations and communication skills, demonstrated ability to communicate convincingly and diplomatically with a wide range of stakeholders across different sectors (public, private, financial sector, international organizations, civil society, etc.), including strong proven skills in public speaking and delivering presentations.
4. Postgraduate studies related to business analytics, Big Data, artificial intelligence, digital marketing, cybersecurity, data protection or related fields, preferably in project management, will be considered an asset during the evaluation.
General Professional Experience
5. Between 10 and 15 years of proven general professional work experience. Experience exceeding 15 years is accepted but will not represent an advantage during the evaluation.
Specific Professional Experience
6. Between 5 and 10 years of proven work experience in projects or initiatives related to public–private investment in at least two of the following areas that can be linked to the Global Gateway Strategy:
a) connectivity,
b) cybersecurity,
c) digital transition.
Experience exceeding 10 years is accepted but will not represent an advantage during the evaluation.
7. Knowledge of international and national regulations and standards related to digitalisation, including the European Union’s digital strategy, demonstrated through previous experience.
8. At least 10 years of general professional experience in Latin America / the Caribbean.
9. Previous professional experience in similar projects in Guatemala will be considered an asset.
