Consulting Service for the Project Management Consultant (PMC) of the Rural Resilience and Livelihood Improvement Sector Project - Timor Leste
Job description
The officer will assist the project to prepare GIS and AutoCAD drawings and establish a geo-database system for the generation of maps and other GIS-based thematic data as required by the project. The officer will support the PMO in establishing systems for the geo-referencing of community development planning information as required by the project. The officer will:
(i) Prepare AutoCAD drawings to include baseline/existing locations and infrastructure drawings;
(ii) Prepare AutoCAD drawings of subprojects and preliminary designs including general arrangement drawings, civil works design drawings;
(iii) Prepare project-specific design documentation in AutoCAD as required by the Team Leader such as drawings to support Operation and Maintenance, construction methodologies, etc.
(iv) Assist the team with collection of local datasets such as crop types in the target municipalities, climate data, poverty information etc.
(v) Assist the team with the preparation of GIS maps and undertake GIS analysis.
(vi) Prepare the specifications for a GIS platform for the project that includes a real time data exchange mechanism from municipal and village to central level using applicable smartphone apps or software;
(vii) Establish procedures to provide operation and maintenance support to project geo- database system including consolidation of geo-tagged files and generate regular and on-demand GIS-based thematic data analysis and maps for operations, monitoring, evaluation, reporting, and feedback;
(viii) Provide training to MRDCH and PMO staff on geo-database management and geo-tagging;
(ix) Develop a syllabus for GIS training of PMU and PIU teams;
(x) Conduct a training course for PMO and PIU on GIS applications for climate & disaster risk and vulnerability analysis;
(xi) Support the PMO and PIU in analyzing in GIS environment the available data; and
(xii) Align the project GIS platform with other MRDCH GIS platforms for data sharing and development.
Qualifications
(i) Bachelor’s degree or equivalent in geography, computer science, surveying engineering, forestry or earth science or related discipline, Secondary qualifications in GIS, mapping, AutoCAD.
(ii) 10 years of professional experience
(iii) Experience in creation of topographic maps from remote sensing data, creation of web-enabled GIS solutions using both commercial and open-source software
(iv) Experience in the design, specification, procurement and establishment of GIS hardware/software solutions, including the use of smartphones for data collection
(v) Preferably having experience in village mapping
(vi) Good written and spoken English
