Job description

The PIU Manager will be responsible for managing the
implementation of the project at the municipal level in accordance with the project operational
policies, standards, and targets. S/he shall ensure that the objectives of the project are
achieved through proper planning, execution, quality management, staff supervision and
engagement of relevant stakeholders including, but not limited to, partner government
agencies, private sector and other development partners. They will work closely with the PM/TL
and the Deputy team leader based at the PMO. The PIU Manager will:
(i) Provide overall technical support and oversight in the planning, execution and
operation of the project implementation unit (PIU) in accordance to the project
objectives and key outputs;
(ii) Screen the subproject activities to ensure no involuntary land acquisition and
resettlement impact will be involved in the proposed subproject. (category C
for IR impacts) The screening form in attached in the CPF.
(iii) Screen the subproject on the presence of ethnic minority group in the area and
no significant impacts will occur to them (category B/C for IP impacts)
(iv) Lead the preparation of the work plan including financial, capacity building,
staffing and procurement plans in close collaboration with the PMO;
(v) Manage the delivery of targets and outputs and resolution of implementation
issues;
(vi) Supervise the work and performance of the project team to ensure that project
implementation especially on participatory/social processes and subproject
implementation are on track and within desired standards;
(vii) Provide close oversight of and support to project operations to ensure
achievement of project objectives and timely disbursement of project funds;
(viii) Ensure the development and continuous improvement of the project community
project cycle based on the implementation experience and lessons and those
of other relevant projects and activities;
(ix) Ensure that disputes, if any, are dealt with efficiently and swiftly, in a transparent
manner, and in line with practices acceptable to ADB and the Government of
Timor-Leste;
(x) Ensure implementation of CPF and EGDF
(xi) Assist and ensure the preparation and submission of semiannual safeguard
monitoring report for submission to ADB
(xii) Oversee the appropriate and timely resolution of feedback and grievances
received through the Feedback Handling Mechanism; and
(xiii) Prepare project reports with support from other consultants
