Ginger SOFRECO is recruiting a Social Safeguards Specialist t to join our Technical Assistance Team for the Jordan Water Sector Efficiency Project (JWSEP), financed by the World Bank, AFD, and GCFF, and implemented by the Water Authority of Jordan (WAJ).
Our consortium has been awarded the contract, and the project will start shortly.

About the Project

Jordan faces extreme water scarcity, increasing demand, and climate-related pressures. The JWSEP aims to improve water service efficiency nationwide through:
• Sustainable Non-Revenue Water (NRW) reduction
• Improved energy efficiency
• Strengthened drought management systems
• Enhanced project management and institutional capacity

The Technical Assistance team will support WAJ, MWI, JVA, and the Water Companies across planning, procurement, monitoring, E&S compliance, and capacity building.

Key Responsibilities
• Implement and monitor social aspects of ESF instruments
• Lead stakeholder engagement and community consultations
• Manage the project GRM
• Conduct social screenings and prepare RAP-related inputs
• Monitor social performance during construction
• Prepare quarterly social reporting for PMU and WB

Qualifications

Qualifications Required

Mandatory requirements
• Advanced university degree in anthropology, sociology, applied social sciences, or related discipline
• Extensive knowledge of Jordanian environmental and social regulations
• Strong familiarity with World Bank ESF, including:
– Labor and working conditions
– Community health & safety
– SEA/SH risk management
– Grievance Redress Mechanisms (GRM)
• Minimum 7 years of professional experience in social assessment and stakeholder engagement for infrastructure projects (water sector is a plus)
• Experience with donor-funded projects/programmes
• Ability to address all social dimensions covered by WB ESF
• Experience delivering training on social risk management
• Experience with involuntary resettlement, including preparing and operationalizing Resettlement Action Plans (RAPs)
• Ability to coordinate with multidisciplinary teams at national or regional level
• Proven experience designing and conducting participatory, inclusive, culturally appropriate consultations, especially with vulnerable groups
• Strong analytical, synthesis, and reporting skills
• Ability to work under pressure, meet deadlines, and lead social components
• Strong initiative, independence, and decision-making
• Cross-cultural understanding and sensitivity
• Excellent communication skills in Arabic and English

Important – Additional mandatory requirement
• The candidate must have strong experience in LAP/RAP, including preparation, implementation, and understanding of relevant legislation (WB and Jordan)
