Final evaluation of the MAE/017 project – “Support to the Panzi Hospital and Foundation”

Ginger SOFRECO carried out the final evaluation of the “Support to the Panzi Hospital and Foundation” project in the Democratic Republic of Congo, funded by the Luxembourg Ministry of Foreign Affairs.
The assignment aimed at analysing the relevance, effectiveness, efficiency, impact and sustainability of the project, using the CAD/OECD criteria and a mixed-methods methodological approach that combined quantitative and qualitative analyses.
The evaluation examined Panzi’s holistic care model, which integrates specialised medical treatment, psychosocial support, socio-economic empowerment and access to justice for women who are victims and survivors of sexual violence.
It identified the main results achieved, the success factors and the challenges encountered, and formulated operational and strategic recommendations to strengthen the model’s sustainability and its replicability in other fragile contexts.
