Design and Supervision of Civil Works and Equipment – Maternal and Child Health Integrated Care Project – Additional Financing (MCHICP-AF)

The assignment supports the Tajikistan Ministry of Health and Social Protection in designing and supervising the rehabilitation and construction of three new maternal and child health facilities in Dangara, Ayni and Darvoz, under ADB additional financing. Acting as the Engineer (under the FIDIC yellow book), services cover the full project cycle, from architectural and engineering design (preliminary and detailed) through to construction supervision and equipment installation. The Consultant prepares all technical documentation including drawings, bills of quantities, cost estimates and ADB-compliant bidding documents, and provides procurement assistance for both civil works and medical equipment. During the construction phase, the team deploys resident engineers on all three sites to ensure quality control, contract administration, EHS compliance and financial monitoring. The assignment also addresses cross-cutting aspects including environmental and social safeguards, medical waste management, deployment of a maintenance system, and training and capacity development for the Ministry and hospital staff.
