Tajikistan Millati Solim Project: Technical Assistance to develop a health facilities network master plan to optimize health services delivery

The Tajikistan Millati Solim Project is a US$57 million World Bank–financed initiative to improve the quality and efficiency of primary healthcare and strengthen health emergency preparedness. It supports PHC strengthening, digitalization, strategic purchasing reforms and emergency response capacity across selected districts. A major focus is the creation of a Health Services Purchasing Structure and the development of national tools such as a PHC benefit package, staffing norms and regulatory frameworks. The project includes extensive analytical work, network optimization planning and climate-resilient health infrastructure assessments. It also delivers capacity-building activities, legal and policy reform support, and a roadmap for implementing a national health service delivery network plan to 2040.
