Owner’s Engineer – LV and MV Network Rehabilitation and Expansion, Dispatch Centre Upgrade, Control System and BESS (Phase I Studies)

The mission provides technical assistance to the EMAE and AFAP for the rehabilitation and expansion of Sao Tome and Principe’s medium- and low-voltage electricity network, the modernization of the EMAE’s dispatch centre, and the integration of battery energy storage systems, while ensuring compliance with technical, environmental and social standards. It covers grid assessment and design, tender preparation, as well as environmental and social impact assessments and stakeholder engagement. The mission aims to strengthen the capacities of local teams and to coordinate national and international stakeholders to ensure efficient, resilient and sustainable electricity access. The team deployed combines expertise in electrical engineering, network planning, procurement, environmental and social management, and training to enhance energy reliability, inclusivity and long-term sustainability.
