Development of guidelines for regulating cross-border power trade, procedures for market monitoring, grid access rules and a sanction regulation framework for the EAPP’s Independent Regional Regulatory Authority

The objective of this mission is to assist the EAPP Independent Regional Regulatory Authority in developing the following key documents, which are essential for effective electricity market regulation: (i) Guidelines for effective electricity market regulation in East Africa; (ii) Rules and procedures for market monitoring and surveillance; (iii) Procedures for the formulation and adoption of technical rules (Grid Access Rules); and (iv) a robust and effective regulatory framework for sanctions (Rules and Procedures for Sanctions) to ensure compliance with the various regulatory instruments and technical standards governing the regional electricity market.
