The objective of PACTE was to meet food demand by developing contract farming, agro-ecological intensification and increasing the professionalism of producers, through:
- The modernisation of local value chains and the professionalisation of stakeholders through contract farming and agroecological intensification for the private market;
- The development of access to institutional markets for professional cooperatives;
- Support to the government in the development of a contract farming policy.

The technical assistance supports the Project Management Unit in implementing the PACTE:

- Project management: overall planning, development of the procedures manual, procurement, design and implementation of the monitoring and evaluation system and communication plan, etc. ;

- Implementation of the Contract Farming Fund, financing around forty projects under Desk 1 ‘Institutional Contract’ (€8m in subsidies) and Desk 2 ‘Private Contracts’ (€18m in subsidies): information campaigns, support for project selection, monitoring of project implementation, support (technical and management) for operators, accounting and financial management of funds;

- Institutional support for the modernisation of local added-value chains: diagnostic of the State's regalian missions and preparation of an updated three-year action plan for the development of contract farming.
