Technical assistance to support the value chain development component of the Som-PREP II Programme, focused on enterprise development and job creation through improvements along the gum/resin and fisheries value chains. The services provided include:
(a) Support to relevant Government of Somaliland Ministries and capacity building on key issues related to the value chains.
(b) Improving the processes and practices of local businesses.
(c) Building the capacity of industry associations by improving their ability to represent industry stakeholders.
(d) Conducting a census of gum producing trees and ownership.

Technical assistance to the Ministry of Agriculture and Fisheries within the framework of the Accompanying Measures for Sugar (AMS) programme, for the successful implementation of the Sugar Adaptation Strategy.
The purpose of this technical assistance is to:
- Assist the Ministry of Agriculture and Fisheries to coordinate the implementation of the Sugar Adaptation Strategy.
- Strengthen the institutional capacity of the Ministry of Agriculture and Fisheries and other line ministries to enable the effective use of EU funding provided under the AMS.

This assignment is part of a programme whose overall objective is to contribute to the sustainable and equitable management of fisheries in an effort to reduce poverty and improve food security in ACP countries. The specific objective of the ACP Fish II programme is to strengthen the development and implementation of a sectoral fisheries policy in ACP countries.
The specific objectives of this assignment are the following:
- Support Burkino Faso authorities in the development of a national fisheries and aquaculture policy document intended to set the short, medium and long term objectives of the fisheries and aquaculture sector and to determine the strategies necessary to fulfil them;
- Support Mali authorities in the development of a national fisheries and aquaculture policy document that sets out the orientations and objectives of the fisheries and aquaculture sector, and in defining the strategies and actions to be undertaken in order to accomplish these objectives.

Preparation of a national fishery policy framework paper (maritime and continental fisheries).
Capacity building of Ministry of Agriculture staff in charge of the fishery sector, and of technical staff and other actors working for the sustainable and responsible management of fisheries, to enable their participation in the formulation of the fishery policies and their implementation.     

Technical assistance to the Ministry of Industry and Private Sector Promotion to strengthen the institutional arrangements for the implementation, coordination and monitoring of the sugar sector reform strategy as well as the effective implementation of the multiannual programme (2007-2010) of support to the Congolese sugar sector within the framework of the EU support planned to this effect.   

Technical assistance to the EDF National Authorising Officer and the Ministry of Land Management to implement a €20 million programme under direct then indirect labor operations to increase the capacities of local governments of 5 medium-sized cities (Bamenda, Maroua, Ngaoundere, Foumban, Bafoussam) in urban planning and management. Strengthening participation of the populations in local urban development through the implementation of a microproject programme.
