Study engaged in action-research with three phases: (i) development of the theoretical action plan, (ii) field-based validation of the operational scenario, and (iii) concerted finalisation of the action plan.
Expected results:
- Programme for the promotion, development and monitoring of community health insurance schemes;
- Support mechanisms and tools for setting up community health insurance schemes;
- Mechanisms for the monitoring, evaluation and sustainability of these schemes.

Technical capacity building for members of the AIDS prevention and control units of ministries and other public institutions, and revision of the different training curricula.
Preparation, planning, organisation and implementation of training sessions for the members of these units focusing on the planning, management, coordination and mainstreaming of action to fight HIV/AIDS.     

The assignment provided the necessary information for the beneficiaries of the EU contributions (Libyan General People’s Committee for Health and NCIDC - National Centre for Infectious Diseases Control) and the Delegation of the European Union to Libya (DEU) in order to identify and formulate a Programme to Support the Health Sector in Libya and Phase 6 of the Benghazi Action Plan (BAP).

Recurrent monitoring and evaluation assignments on the performance level of the basic health care improvement programme in health regions 1 and 6 of the Central African Republic. Evaluation focusing on the different expected results, lessons to be learned from the implementation, and formulation of recommendations and corrective measures. Conduct of a final evaluation of the 9th EDF health project as the last assignment at the end of the project. Performance of a total of five biannual monitoring and evaluation assignments and of a final evaluation.
