The specific objective was to contribute to the reduction of the high Infant Mortality Rate (IMR) in Dominica through the provision of technical support for the design of an evidence-based, integrated and context-specific support framework, supported by a sustainable data collection and information management system. Final Evaluation of the ACEH Peace Portfolio ( 2012 - 2012 )
The objective of the mission was to provide a final evaluation of the Aceh Peace Process Support Projects as well as a peace-building/governance needs assessment based on the identification of key gaps against current and planned funding/government activities within the area of peace-building and governance in Aceh. The evaluation assessed several aspects of the projects: relevance, efficiency and effectiveness, impacts, sustainability and ownership, coherence and complementarity, lessons learned, gender mainstreaming and visibility.
Final evaluation of the health sector policy support programme ( 2012 - 2012 )
The assignment consisted in the final evaluation of the EU health sector policy support programme and included numerous field trips throughout the provinces to assess the degree of attainment of the programme's key objectives: the increase of health outcomes, an enhanced responsiveness of health systems and a more equitable health care financing system, especially for the poor.
External Evaluation Agency of the Health Sector Rehabilitation Support Project (HSRSP) ( 2013 - 2014 )
This assignment is part of the extension of the HSRSP 2006-2011 along three main lines: (1) continued support to health service delivery in the 10 districts already targeted, (2) strengthening the fight against malaria in three provinces, (3) improving vaccination coverage across the country. The Consultant was tasked with two specific assignments as External Evaluation Agency (EEA): (i) a monitoring and evaluation (M&E) assignment for the activities of the three project components, (ii) a capacity building assignment for the Ministry of Health, training staff on M&E, on using health information, and on performance-based funding control methods.
Project to support the extension and consolidation of the obstetrical package ( 2015 - 2017 )
This assignment focused on building the Ministry of Health's management and steering capacities for the 'obstetrical package' project, and on transferring skills to the various actors in the package system, particularly the concerned services of the Ministry of Health including the PNSR (National Reproductive Health Programme), the Regional Health Action Departments (DRAS), the 'package' managers, and the members of the package management committees.
The assignment included two components: (i) assistance to the contracting authority, and (ii) implementation of two studies.

Technical Assistance for the Management and Implementation of the Community Health Workforce Programme ( 2017 - 2018 )
The overall goal of the Community Health Workers Programme was to provide equitable access to health care services to the population of Liberia by strengthening community health interventions through a national standardised community package of health services provided by trained, deployed and motivated community health workers. Phase one was formative in nature and had quantitative population level objectives for outcomes. It shaped and supported full implementation during the next phase of the project.
Review of the Health Sector interventions under the Non State Actors/Local Authorities in Development Thematic Programme in Sierra Leone ( 2012 - 2012 )
The thematic programme ‘Non-State Actors (NSA) and Local Authorities (LA) in Development’ was introduced in 2007 to support development actions implemented by non-state actors and local authorities in close collaboration with local communities and the most vulnerable groups.
The overall aim of the Health Sector Interventions under the NSA and LA budget lines is to improve the Millennium Development Goal (MDG) health indicators and increase the percentage of the population with access to health services, water supply and safe and reliable sanitation in the selected, most needy areas.
Technical Assistance on Alignment in Human Tissues and Cells ( 2013 - 2015 )
The general objective of the project was to contribute to the efforts of the Government of Turkey towards ensuring the safety and quality of human tissues and cells from donor to patient, in line with EU legislation. The following activities were performed:
- Aligning the legislation with the EU acquis.
- Improving the administrative capacity of personnel working in structures specialised in tissues and cells.
- Establishing the data collection system and training personnel on how to use the forms.
- Attaining international standards for bone marrow centres, tissue typing laboratories and cord blood banks, and training personnel on standard operating procedures (SOP) and accreditation.
