This assignment for the diagnosis of health infrastructures was part of the implementation of the Health Sector Support Programme (PASS) in Mauritania financed by the European Union under the 11th EDF. The main objective of the mission was to draw up an inventory of the Ministry of Health’s public health facility priorities in the wilayas of Brakhna and Trarza and in the city of Nouakchott, and to determine the needs in terms of rehabilitation, extension or complete construction taking account of electrification (solar, etc.) and water requirements, and the integration of gender- and environment-related components.
The secondary objective was to provide support on the updating, improvement and standardisation of the building standards of basic health facilities to Mauritania’s Ministry of Health.

The objective of this assignment is focused on translating the various components of the integrated vision of social protection into reform scenarios that can strengthen and improve the performance of the national social protection system in favour of vulnerable populations, with an operational action plan in the short/medium terms for their implementation.
Transformation of the master plans of the general reference hospitals of South Ubangi, Kwilu and Tshopo - phase 3 ( 2018 - 2019 )
Master plans for nine general reference hospitals (GRHs) of South Ubangi, Kwilu and Tshopo were prepared in phases 1 and 2. On this basis, the teams of nine general reference hospitals (GRHs) decided which infrastructure should be financed in priority under Enabel’s Programme in support of provincial health divisions (PADP).
A pool of health infrastructure experts composed of international technical assistants and local engineers was therefore set up to support the actions for the preparation of the technical specifications, works supervision and monitoring of the public procurement.
The services concerned the following infrastructure:
- for the province of South Ubangi: the operating theatre of the maternity of the GRH of Tandala, the emergency and medical imaging unit of the GRH of Bwamanda, and the medical imaging ward of the GRH of Gemena;
- for the province of Kwilu: the operating theatre, the laboratory and the sterilisation room of the GRH of Mokala;
- for the province of Thopo: the maternity ward of the GRH of Makisso-Kisangani, the medical imaging unit and the laboratory of the GRH of Lubunga, and the medical imaging unit and the admissions office of the GRH of Kabondo.
Development of a phase 1 business plan for a newly constructed district hospital in the City of Kigali ( 2018 - 2019 )
The objective was to perform a situational analysis of the future District Hospital of Nyarugenge in Kigali, in order to develop the business plan: analysis of the general context, stakeholders, legal framework and regulations, specific needs, available resources, etc.

Final evaluation of the project 'Diritu à Saude' ( 2019 - 2019 )
Final evaluation of the project 'Diritu a saude' (right to health) which aimed to promote the right to access to health services, especially in the Bissau Autonomous Area. The evaluation allowed the EU Delegation to get a clear vision of: (1) the five DAC evaluation criteria of the OECD (relevance, effectiveness, efficiency, sustainability and impact); (2) the two EU criteria: EU added value and coherence of the action with the EU strategy in Guinea Bissau in the health sector and with other EU policies, and interaction with other actions of Member States and other donors, in this project especially the World Bank, and (3) the three transversal criteria: gender approach, interrelation with SDGs (sustainable development goals) and the rights-based approach.
Final Review of the Social Protection Sector Reform Contract and Final Evaluation of the Social Protection Sector Policy Support Programme/Sector Reform Contracts ( 2019 - 2020 )
A consulting team of three experts (budget support/public finance management, macroeconomics ad Social Protection) was mobilised to carry out a comprehensive review of the third disbursement tranche of the Sector Reform Contract/Sector Budget Support Programme, as Phase I of the contract. This work was carried out in September 2019. Phase II relates to the final evaluation of three different programmes on social protection carried out in the past decade in Kyrgyzstan. The final evaluation of the three programmes was carried out between October 2019 and April 2020.
Identification and formulation of a programme to support social inclusion and the fight against poverty ( 2019 - 2019 )
Phase 1 – Identification: review of the current situation in terms of progress in the implementation of the different strategies and action plans related to the fields concerned (social protection, the fight against exclusion, access to health, grant programme for basic commodities, social security fund reforms, health insurance fund reform, etc.), review of the actors (Tunisian stakeholders and technical and financial partners) and of past or ongoing interventions. Proposal of intervention assumptions to support the Tunisian government in its reforms of the poverty reduction and social transfer system. Drafting of the action document.
Phase 2 - Detailed formulation of the support programme, demonstrating its relevance and coherence with the objectives and policy instruments of the EU and of the country, its feasibility, complementarity with the actions of the other funding agencies, and with already ongoing or planned EU projects. Drafting of all documents needed to implement the action.
Technical assistance for the MINAGRI in implementing the Banana Accompanying Measures (BAM) Programme in Côte d'Ivoire ( 2014 - 2021 )
The banana value chain support programme is the result of two support mechanisms, the Special Framework of Technical and Financial Assistance and the Banana Accompanying Measures (BAM). The main objective of this technical assistance is to build the MINAGRI's capacities so that it can implement the BAM in order to enhance the competitiveness of Côte d'Ivoire's banana value chain on international markets and ensure the value chain's viability. This will create local added value while helping to improve the living conditions of the local population concerned.
Final evaluation of the 10th EDF Modernisation of the Health Sector Programme, phases I and II ( 2019 - 2019 )
The main objective of the programme was to improve the health care delivery system especially preventing and managing the prioritised chronic non communicable diseases. The evaluation used the five standard DAC evaluation criteria (relevance, effectiveness, efficiency, sustainability and impact), the two EU specific evaluation criteria: EU added value and coherence with the EU strategy in SVG and with other policies and Member State Actions, evaluation of mainstreaming of cross-cutting issues (gender and environment) and of the implementation of a right based approach.
