Assessed the cost effectiveness, needs, risks and preparatory work of the Biotechnology Development and Incubation Centre (BDIC) project under the Phare economic and social cohesion investment support component.

Improvement in the health and welfare of the population living in rural districts, through: district support and decentralisation; institutional reinforcement (via human resources and health financing); support to the pharmaceutical sector to offer affordable essential drugs; and governance (operational and financial management of health care).

Development of an adequate legal framework for a national blood transfusion service; establishment of universally accepted standards for the collection and use of safe blood; implementation of an integrated blood transfusion service; supply of adequate and safe blood to the population.
