Technical assistance and training engineering for the Ministry of Taxes and for the ITTC (International Tax Training Centre), set up in 1993 by the Federal Tax Administration, the OECD and the European Union. This Centre aims to put western experience at the service of the Russian tax administration to ensure sustainable know-how transfer. It coordinates the multiple training initiatives of the donors aiming to support Russia's tax reform. The project's long-term objective was to support the Russian government's efforts to establish effective revenue collection and compliance mechanisms. The Consultant was tasked with the Centre's management and providing high quality training in cooperation with other stakeholders represented in the steering committee (USAID, OECD, World Bank, IMF, Canada, Sweden, Denmark, etc).
Technical assistance to Tax Administration ( 1999 - 2001 )
Within the framework of preparation for the country’s integration into the European Union: (i) support for the setting up of a modern tax administration, capable of applying the acquis communautaire through: the introduction of a strategic direction and management system; the improvement of management, organisation, communication and information practices, support for legislation reform; (ii) improvement of control and enforcement strategy and procedures, to increase tax compliance and detect and deal with fraud in conformity with European good practice. Design and drafting of the EUR 1 million CARDS project, “Technical Assistance for the Drafting of Trade Laws”, aimed at supporting progress towards a market economy and trade liberalisation. In-depth analysis of trade laws and proposal of amendments to laws in force or of new laws and regulations, with a view to approximation with EU legislation and in compliance with WTO regulations.

The overall objectives of the Institutional Support Project (ISP) to Vietnam are to support ongoing reforms towards transparent and accountable governance based on the rule of law, thus contributing to the implementation of the Poverty Reduction and Growth Strategy.
