The objective of PASSEM is to build the capacity of the chain of actors involved in market surveillance and consumer protection, via four focuses: 1) improvement of the legal and institutional framework, 2) capacity building of market surveillance authorities and control laboratories, 3) support to non-state actors engaged in consumer protection and quality promotion issues, 4) adherence and mobilisation of stakeholders for the achievement of the results and project visibility. The TA activities target 3 categories of actor and must enable the achievement of three key results: 1) The strategic vision of the Ministry of Trade integrates European good practices in the field of market surveillance, and leads to a revision of the legal and organisational framework, 2) The capacities of the market surveillance authorities and control laboratories are strengthened in terms of management, training, investigation techniques, selection of equipment and pooling of information resources; 3) Non-state actors (socio-professional organisations and consumer protection associations) play their role in the market surveillance system.
