This evaluation aimed to improve the European Commission’s poverty reduction scheme in Central Asia. More specifically, the project aimed to review the aid provided by the EC to Central Asia (Kyrgyzstan and Tajikistan) in the form of a poverty reduction scheme within the framework of the TACIS programme. The period under analysis was from 2002 to 2007. Recommendations for the future programme's design and implementation were made taking into account the compliance with the new Development and Cooperation Instrument.

Technical assistance to support implementation of the Kisumu Urban Project (KUP) ( 2012 - 2015 )
The objective of the services is to assist the Municipal Council of Kisumu in managing and implementing the Kisumu Urban Project. The project should contribute to the Ministry of Local Government’s development objective: to have viable, autonomous, accountable and responsive local authorities.
The main focus of the capacity building services is on strengthening the financial management, strategic planning and contract management of the Municipal Council of Kisumu.

The project's overall objective is to contribute, alongside other initiatives, to strengthening the competitiveness of Cameroon's economy and facilitating its integration into the regional and global economy through the viable implementation of the European Union-Central Africa Economic Partnership Agreement (EPA).
The specific objective is to provide technical assistance for the implementation of all components of the Programme to Support and Assist the Economic Partnership Agreement and for the negotiations and implementation of the EPA.
In particular, the project aims to: (i) support the national negotiation process, (ii) contribute to monitoring of the EPA and to developing and implementing a global strategy for competitiveness including the enhancement of the business environment, building of production capacity, modernisation of companies, standardisation and strengthening of the quality system.

The objective of this PEFA evaluation was to measure the performance of public finance management in Haiti, to provide reference values for the medium-term evaluation of progress in the public finance reform programme’s implementation, and to foster harmonious dialogue between the authorities and funding agencies based on a common evaluation framework.
This initiative should inform and deepen discussions on improving and strengthening Haiti’s public finance management system, and on revisions to public finance institutional support programmes coordinated between funding agencies and the government.
ENPI — Building the development capacities of Jordanian municipalities (Baladiaty) ( 2011 - 2013 )
The overall objective of the Project was to contribute to poverty alleviation and socio-economic development by contributing to improved local governance.
The project placed major emphasis on building the capacity of municipalities to address their financial, administrative, implementation, management and operational weaknesses. This capacity building led to an improvement in the effectiveness and efficiency of government-related programmes, and also in the municipalities' overall performance in contributing to the local development process.

Provision of a Central Technical Assistance Team (CTAT) to support the implementation of the Kenya Municipal Programme ( 2013 - 2015 )
The Government of Kenya, the Client, with support from the World Bank, AFD, and Sida, has initiated a 5-year Kenya Municipal Programme (KMP). The overall objective of the KMP is to strengthen local governance and improve urban service delivery.
The KMP is being implemented in 15 urban municipalities by the Ministry of Local Government (MoLG), through four components:
1. Institutional restructuring and empowering local governments;
2. Participatory strategic planning for urban development;
3. Investment in infrastructure and service delivery; and
4. Programme management, monitoring and evaluation.
The objective of the assignment is to support the MoLG in strengthening its capacities to support the municipalities in the implementation of the KMP, and to play its role as regulator and facilitator of local authorities.
