Identification and formulation of a programme to support social inclusion and the fight against poverty ( 2019 - 2019 )
Phase 1 – Identification: review of the current situation in terms of progress in the implementation of the different strategies and action plans related to the fields concerned (social protection, the fight against exclusion, access to health, grant programme for basic commodities, social security fund reforms, health insurance fund reform, etc.), review of the actors (Tunisian stakeholders and technical and financial partners) and of past or ongoing interventions. Proposal of intervention assumptions to support the Tunisian government in its reforms of the poverty reduction and social transfer system. Drafting of the action document.
Phase 2 - Detailed formulation of the support programme, demonstrating its relevance and coherence with the objectives and policy instruments of the EU and of the country, its feasibility, complementarity with the actions of the other funding agencies, and with already ongoing or planned EU projects. Drafting of all documents needed to implement the action.
Final Review of the Social Protection Sector Reform Contract and Final Evaluation of the Social Protection Sector Policy Support Programme/Sector Reform Contracts ( 2019 - 2020 )
A consulting team of three experts (budget support/public finance management, macroeconomics ad Social Protection) was mobilised to carry out a comprehensive review of the third disbursement tranche of the Sector Reform Contract/Sector Budget Support Programme, as Phase I of the contract. This work was carried out in September 2019. Phase II relates to the final evaluation of three different programmes on social protection carried out in the past decade in Kyrgyzstan. The final evaluation of the three programmes was carried out between October 2019 and April 2020.
Digital4Women: How to enable women’s empowerment in Africa by mainstreaming digital technologies and services in EU development programmes ( 2019 - 2020 )
The overall objective of this assignment was to contribute to bridging the European Union’s “Digital4Development” (D4D) strategy and Gender Action Plan (GAP II) to accelerate women’s empowerment in EU digital-related programmes.
The specific objective was to deliver recommendations on the implementation of the European Commission’s D4D approach, which enables and boosts women’s empowerment in digital technologies and services in Sub-Saharan Africa.
Support in the process to develop a roadmap for the transition of the management of acute malnutrition by the State ( 2019 - 2019 )
This assignment aimed to support the Ministry of Public Health in planning the different stages of the gradual transfer of responsibilities and actions to manage acute malnutrition to State services with the support of its partners from the health sector.
Conseil Santé provided a public health expert to support the participatory process to develop a roadmap to plan the different stages of this gradual transfer, to facilitate communication and negotiation with the other Ministries concerned (in particular that of Finance and of the Public Service), and to advocate for the sustainable funding of these activities. This roadmap was the result of a participatory process involving all of the stakeholders concerned at the central, deconcentrated, and local authority levels.
Ex-post evaluation of the Programmes of Support for Basic Social Sectors (PASSOBA) in education and health ( 2020 - 2021 )
The main objective of the Programmes of Support for Basic Social Sectors was to improve access to health and education services for vulnerable populations in nine regions of Madagascar. The evaluation used the five Development Assistance Committee (DAC) criteria (relevance, effectiveness, efficiency, sustainability and impact), the two specific EU criteria (EU added value and coherence with the EU strategy and with other Member States' actions) and took the cross-cutting themes into account (gender, the environment and the rights-based approach). An overall and independent analysis of the performance achieved during the implementation of the programmes has been carried out, in order to provide points for reflection for EU cooperation programming.
Consultant Firm for Health Policy, Planning and Capacity Building ( 2018 - 2020 )
The purpose of the project is to develop the Health Sector Strategic Master Plan. To this end the TA will develop terms of reference (ToR) for a task force that will oversee the HSMP development process from a sectoral perspective, evolving to become a national health sector coordinating committee to eventually oversee sector wide management. The TA will conduct the rapid assessment of the previous Health Sector Strategic Master Plan (HSSMP) 2005-2015, organise thematic working groups that will work on key priority areas and produce supporting documents, including essential and complimentary service packages and midterm frameworks, namely: (a) the Mid-term Investment Framework, (b) the Planning and Budgeting Framework, and (c) the Mid-term Expenditure Framework.
Supporting the National Urban Health Mission ( 2016 - 2018 )
The technical assistance team (TAT) supported the Ministry of Health and Family Welfare (MOHFW) to implement the NUHM. The activities focused on facilitating state-level implementation of the NUHM. The TAT worked in 5 selected states: Telangana, Karnataka, West Bengal, Rajasthan and Assam.
The project targeted the urban poor population and directed its efforts towards 3 major intervention areas: (1) strengthening the UPHC delivery system, (2) increasing the quality of services and (3) improving the capacity of health personnel, knowledge sharing mechanisms and the promotion of innovative urban health models.
