Support to the MoPH in its stewardship role of fostering policies and strategies for equal opportunities and full participation of children, women and men with disabilities in the process of the reconstruction of Afghanistan by:
- increasing the institutional capacity of the MoPH to define policies and formulate strategies in the field of disability and physical rehabilitation;
- ensuring the operational integration of disability issues into the BPHS and EPHS; and
- contributing to the fund raising opportunities targeted to disability (BPHS, EPHS and tertiary care).

Technical assistance to the Ministry of Public Health for the preparation of the new Project to improve the performance of the health sector and the fight against HIV/AIDS, which will use a new method of financing: results-based financing, in order to achieve its results. Services provided by a team of 4 experts in order to develop and fine tune the performance indicators that will be bases for disbursement; calculation of unit costs of each health care service linked to performance indicators and proposal of incentives to be paid to health structures on the basis of the achievement of the indicators; development of data collection tools at the level of the health structures, the information channel to the central level and the Health Information System (HIS) in general; development of a project procedures manual including the institutional organisation, the action plans, the budget and the fund transfer procedures and disbursement modalities. 

Assistance to the Ministry of Health (MoH) to restructure the human resources, infrastructure and equipment in the health sector in order to improve the efficiency and effectiveness of health services and to optimise the use of resources. This was achieved through a) the development of a human resources plan, with clear definitions of required staff levels, skills and training requirements for the entire health sector, and b) an assessment of existing studies on the rationalisation of secondary and tertiary care hospital services in Chisinau with the identification of gaps and the development of a detailed time-based implementation strategy for each of the actions to be carried out.

The overall objectives of the programme were to: (i) encourage and accelerate the process of social and economic rehabilitation of the affected populations, and to contribute to the rehabilitation of basic public services and infrastructures, including the availability of health care, and (ii) support the re-establishment and functioning of key public Ministries.
