Collection of factual information to assess whether an EU Election Observation Mission (EU EOM) for the upcoming Constituent Assembly Elections in Libya, scheduled to take place in June 2012, would be useful, advisable and feasible. Moreover, the objective was to produce specific documents containing clear information and recommendations for the deployment of a possible EU EOM. 

Summary, adaptation and updating of the existing Hospital Master Plan (HMP) with particular attention to the implementation strategy, especially the HR plan;
Provision of a reliable health care model for the entire population;
Assessment of the needs to achieve the rationalisation of the system in the long run and political feasibility;
Development of a regional approach to secondary health care services, especially the development of emergency services.

Technical assistance for the identification and prioritisation of needs, the development of alternative proposals and the formulation of action plans in each of the project's specific fields: health care management and policies, emergency health care, laboratory services and equipment, diagnostic techniques, management information systems, and training of health professionals and managers in health services.

Support to and promotion of the Moroccan Ministry of Health’s (MoH) institutional and hospital reform project; contribution to strengthening health monitoring and safety; establishment of a national accreditation programme for MoH public health laboratories within the framework of the quality assurance national plan; and promotion of the development project for technical and scientific research within the health system.

The overall objective of the project is to contribute to the improvement of the health status of the Surinamese population (including the specific population living along the Maroni river). A public health expert will assist the MoH for the improvement of the quality of health services throughout the country and the development of cross-border cooperation.

Analysis of the project’s contribution to the implementation of the National Rehabilitation Programme and in the execution of the 2001-2005(6) action plan. The evaluation included an analysis of the project's relevance - its contribution to improving the lives of handicapped persons; evaluation of the relevance of project objectives and indicators; evaluation of project organisation, and of the financial and human resources to reach the objectives.

Recruitment of technical assistance for short-term expertise for the exclusive benefit of third countries who are entitled to European Commission external aid (ALA, Cards, EDF, Meda, Phare, Tacis, Phare, etc.) in the health field (public health, health economics and health financing, health care, human resources development, pharmaceutical sector, health promotion, etc).

Technical assistance to the MoH at central and peripheral levels of the health system: situation analysis, planning, budgeting, training. Support to the definition and implementation of the health information system, to the essential drug national policy and  to the decentralisation of the services. Support to the donors' coordination and overall coordination and monitoring of the European Union's health projects.
