Assignment objective: (i) in close collaboration with the MoH/UCCS authorities and management, support the implementation of the government strategy on the reorganisation of the UCCS (ii) provide ongoing technical assistance / advice during the implementation of the restructuring plan in accordance with the government strategy (iii) recommend, develop and support the implementation of specific functional plans based on the restructuring plan.

Design of a large scale health project integrating interventions related to the offer and demand of health care, through the promotion of health micro-insurance, as well as to the provision of institutional support to the MoH at central and provincial level. Definition of operational activities to improve the delivery of health care in one province (Takeo) and the capital (Phnom Penh) through a micro-insurance scheme. Design of the institutional support to the MoH in the areas of human resources, hospital policy, prevention of HIV/AIDS and maternal health. Definition of the operational modalities of the project's implementation, including financial and administrative issues and the responsibilities of the various actors.

This project, which was a priority result within the EU Reproductive Health Programme, aimed at strengthening the provision of and access to comprehensive and basic emergency obstetric care (EmOC) and first aid/referral in 5 provinces of Eastern Turkey through: competency based training of staff as a team on the Rights Framework for Quality EmOC; improved transportation and referral to EmOC, and monitoring and evaluation of EmOC services.

Provision of independent, high-quality monitoring and evaluation inputs on projects and programmes through assistance in the initial stages and real-time evaluation of IfS actions (providing assistance for conflict prevention and urgent responses to political crises and man-made or natural disasters) which fall under the remit of the Service for Foreign Policy Instruments.
