Human Resources Planning and Health System Optimisation ( 2006 - 2006 )
Assistance to the Ministry of Health (MoH) to restructure the human resources, infrastructure and equipment in the health sector in order to improve the efficiency and effectiveness of health services and to optimise the use of resources. This was achieved through a) the development of a human resources plan, with clear definitions of required staff levels, skills and training requirements for the entire health sector, and b) an assessment of existing studies on the rationalisation of secondary and tertiary care hospital services in Chisinau with the identification of gaps and the development of a detailed time-based implementation strategy for each of the actions to be carried out.
Review of Health Policy and Preparation of Development and Implementation Plans for the Ministry of Health ( 2006 - 2007 )
The overall objectives of the programme were to: (i) encourage and accelerate the process of social and economic rehabilitation of the affected populations, and to contribute to the rehabilitation of basic public services and infrastructures, including the availability of health care, and (ii) support the re-establishment and functioning of key public Ministries.

Technical Assistance aiming to produce a concept paper and formulate the Terms of Reference for an EU-funded project to support the Health Insurance Fund reform. It included assessing the HIF to manage the resources of publicly financed health services and writing recommendations to the HIF and the Government of Serbia for the delivery of the economical, efficient and value-for money operation of the HIF.

One of its major outputs was to provide guidance for the configuration of sustainable rural PHC facilities focusing on the use of renewable energy systems and environmental issues.
