Definition of operational activities to improve the delivery of health care in one province (Takeo) and the capital (Phnom Penh) through a micro-insurance scheme. Design of the institutional support to the MoH in the areas of human resources, hospital policy, prevention of HIV/AIDS and maternal health. Definition of the operational modalities of the project's implementation, including financial and administrative issues and the responsibilities of the various actors.
