The overall objective of the project was to support the Ministry of Mineral Resources in the implementation of the Core Mineral Policy, particularly with regard to re-launching rutile production. It aimed to monitor the reopening of the Sierra Rutile Mine with regard to its economic, financial, environmental, social and sustainable feasibility.

General support to the CMU in the tasks incumbent on it, and particularly in the control and administrative and budgetary management of the Programme.

Technical assistance to the Pilot and Management Unit (PMU) of the Sysmin Programme (8th EDF, EUR 35 million) for Support to the Mining Sector. Supervision of the PMU in the implementation of the programme, its management and its control.

Implementation of Component A of the project to strengthen the state's capacities in the mining sector and in environmental resources management, drafting of law enforcement texts for the mining code adopted on 8 May 2003.

Assess the laboratory’s capacities in terms of mineral and chemical analysis, geophysics and topography, human resources, organisation and operations and equipment. Strengthen the laboratory's operational capacities and train its staff. Prepare a feasibility study of the installation of a mineral pilot treatment centre within BUMIGEB.

The project includes the following tasks : drafting of law enforcement texts for the 1997 mining law, environmental regulation, studies for mining tax system enforcement. Creation and management of a computerised mining land register, training. Design of a documentation and information centre on the mining industry. Study tours.

Management contract with 3 components: (1) diagnostic mission to establish the foundations of the new Gécamines, (2) management and optimization mission to stabilise the production at a level ensuring break-even (3) sustainable development programme to restore a production level securing a strong market position for Gécamines in the mid-term.

Provision of advice to the authorities on the current and future policy framework for pensions. It supports development of sustainable pension system, promotes old age income security and equity within and between generations while fitting within the broader social protection systems of BiH.
