Through the debt relief and development unit for health (C2D) and sovereign loan financing, the AFD is supporting Côte d'Ivoire to improve its population’s access to quality health services.
The most significant infrastructure involves hospitals and regional training schools (National Institute for Health Worker Training [INFAS]) and for the monitoring of this infrastructure, the AFD is financing project management assistance services to support Côte d'Ivoire's Ministry of Health with the monitoring of implementation and equipment for 14 establishments: 9 general hospitals, 3 regional hospitals, 1 psychiatric hospital and INFAS Aboisso.

This project was the subject of Component 2 of the Promotion of Reproductive and Family Health Programme of KfW in cooperation with the Guinean Ministry of Health. The implementation of the procurement fund was aimed at financing reproductive health services, including deliveries and Emergency Obstetrics and Neo-natal Care (EMONC) in health facilities through the implementation of the Performance-Based Financing (PBF) approach. The Management Agency of the purchase fund is responsible for monitoring in the field (verification service). The health care services to be reimbursed under this purchase fund are assisted births, the EmONC package (caesarean sections, obstetric and neo-natal complications), prenatal and postnatal consultations, family planning, transport and evacuation costs, the identification and routing of women, infrastructure maintenance, equipment and logistics.
