The main objective of the assignment is to support the African Development Bank team in implementing the activities of the RECFIC project aimed at strengthening the institutional and technical capacities of the six beneficiary countries in climate finance.
Training course in Psychometrics ( 2024 - 2024 )
The aim of the training, held in Clichy, France, was to enhance the knowledge of eight civil servants and officials from Madagascar's Ministry of National Education on the subject of ''Psychometrics''.
On completion of the ten-day course, the participants acquired knowledge and strengthened their skills in the use of psychometric tools applied to the field of education and the assessment of learning outcomes.
Feasibility Study of a Capacity Building Programme for the training institute of Ethiopian Electric Power (EEP) ( 2021 - 2024 )
Ethiopian Electric Power (EEP) requested the support of Agence Française de Développement (AFD) to finance a feasibility study for the capacity building of its training institute and HR department. In this context, the future 'Training Institute and Capacity Building Programme' dedicated to vocational training could be funded by AFD via a 10 million euro grant.
The overall objective of this future project is to build the basic competences of EEP by improving internal training capacity to obtain a competitive advantage. This objective can be achieved by improving the performance and capacity of the training institute to fulfil its role. The ultimate goal is to equip EEP with a modern training centre on electricity with a state-of-the-art training infrastructure in order to strengthen the company’s basic competences with the aim of addressing the shortcomings observed in terms of knowledge, competences and expertise.
Trade and Innovation Support in India ( 2023 - 2026 )
The objective of the project is to reinforce EU-India cooperation on trade, innovation and digitalisation in line with mutually agreed priorities.
Under Component 1, the project supports the three streams of EU-India negotiations (a Free Trade Agreement, a Geographical Indications Agreement and an Investment Protection Agreement). The support is provided through sectoral studies, stakeholder consultations, communication, policy advocacy, technical/legal analysis of market access barriers, etc., as well as via the support to the establishment of an EU-India Chamber of Commerce. Under Component 2, the project supports the Trade and Technology Council and the Connectivity Partnership. The action assists in mapping the Indian needs and matching European offers in priority sectors and developing tools to facilitate assessment and access to the Indian markets for European incubators, accelerators and small and medium enterprises (SMEs). The project also aims to design and create a sustainable and effective online platform connecting the two ecosystems.
Technical assistance for the coordination of EU-funded interventions in Borno State ( 2018 - 2022 )
The overarching objective of the programme is to contribute to resilient and sustainable peace in the State of Borno, in line with the Nigerian government’s strategy as laid out in the Buhari Plan of June 2016.
This programme foresees the recruitment of a Technical Assistance Team to improve the coordination of EU-funded actions in Borno State and enhance the capacity of the Triple R Ministry of Borno State in its day-to-day activities and in its relations with the development/humanitarian community in the State. Specific attention will be placed on the transition from short-term relief aid to long term development.
Generally speaking, this TAT will aim to: a) act as a facilitator with major stakeholders such as the EU Delegation in Abuja and ongoing EU-funded programmes in the State, and b) reinforce the capacity of the Triple R Ministry. This TAT will further develop ties with ongoing EU programmes, especially the 9 EU-funded resilience programmes launched in January 2018. Other relevant interventions by development partners will also come into consideration.
The TAT will work in close coordination with the Programme Steering Committee, which will oversee strategic matters, and the Technical Implementation Committee which will focus on coordination and technical issues.
Technical Assistance on Green Finance for the Climate Finance and Green Economy (CF&GE) Unit of the National Treasury ( 2024 - 2026 )
The objective of the project is to strengthen Kenya’s green and climate finance position through long-term policy support, organisational development and capacity-building initiatives aimed at enhancing climate finance coordination and governance in the country. This is to be achieved by strengthening the institutional capacity of the National Treasury’s Climate Finance and Green Economy Unit (CF&GE).
Technical Assistance to the Department of Hydraulics (DH) and the Department for Planning and Cooperation (DPC) ( 2024 - 2028 )
Ginger SOFRECO is providing technical assistance to the MHS for the implementation of the ''2HAT'' project, which aims at improving living conditions in 4 wilayas through 4 components: (i) a rapid-action component for the rehabilitation of 42 rural water supply systems, (ii) a ''water'' component (rural hydraulics, pastoral hydraulics and integrated water resources management - IWRM), (iii) a ''sanitation'' component, and (iv) an institutional support component, aimed at strengthening the MHS in HR and organisation, assisting the DPC in its planning and information management activities, supporting the MHS in the process of publishing the new Water Code and setting up the Public Service Delegation (PSD).
Technical Assistance for the Coordination of EU-Funded Interventions at the Lake Chad Basin ( 2024 - 2025 )
The primary goal of the Technical Assistance is to strengthen coordinated action between the European Union, its development partners and the Lake Chad Basin Commission (LCBC) in the Lake Chad Basin region, by ensuring alignment with the EU’s overall objectives and the LCBC’s Regional Strategy. The consultant provides project management support to strengthen the implementation, monitoring and evaluation of EU-funded actions, including through regular reporting on emerging challenges encountered and suggested remedies. The Technical Assistance also focuses on capacity strengthening of the LCBC in project coordination.
Consultancy on environmental and social safeguards for Phase 2 of the Forest Investment Programme (PIF 2) and strengthening of the national training system for the environmental and social management of projects ( 2024 - 2027 )
The services cover support for environmental and social management, including the use of tools such as SIGES, the preparation and monitoring of safeguard documents (ESIA, ESMP, RAP) and the incorporation of environmental and social measures into PIF 2 contracts. They also aim to strengthen the national training system by assessing existing capacities, identifying gaps and drafting strategies for developing skills, with a particular focus on vulnerable groups.
