Final evaluation of the ARISE Plus - Civil Aviation Programme ( 2023 - 2024 )
The aim of the project is to conduct the final evaluation of the ARISE Plus-Civil Aviation programme, funded by the EC and implemented by EASA since 1 January 2018. This evaluation focuses on the quality and results of the actions within the Air Transport component, as part of the European Union's Global Strategy for Foreign and Security Policy and the external influence of the European Commission's Internal Policies.

The objective of the assignment is to provide support to the IIU, over a period of two years, in its operations for all activities related to planning, procurement, implementation, quality assurance, scheduling, and others, as required. Each specialist from the Transport Support Group provides on-the-job training as well as support in carrying out the day-to-day operations and other consultancy services together with other IIU staff.
Burundi/Tanzania Multinational Project: Road rehabilitation project and socio-economic impact study of the project ( 2022 - 2023 )
The objective is to monitor and evaluate the socio-economic impacts of the rehabilitation of the Rumonge-Gitaza section (45 km) and related developments.
The monitoring and evaluation of the socio-economic impacts, with the help of indicators, enables an analysis of the main changes caused by the project in the influence zone and the acquisition of the main synthetic results in terms of impacts. At the end of the project, it enables an assessment of the extent to which the various project components have achieved the development objectives. The theory of change is a strategic planning methodology that explains the process of change by highlighting causal links. It consists of defining the ultimate mission, which for this project aims to contribute to:
(i) poverty reduction, and
(ii) the improvement of the living conditions of populations.
International Technical Assistance and Expertise Infrastructure Project Management mission ( 2022 - 2024 )
The general objective of the School Environment Improvement Plan is to alleviate environmental constraints for improved student learning through the overall rehabilitation of the infrastructure of about 45 existing target schools, spread over the 3 islands.
The specific objectives of the project are to:
- Build and renovate sustainable schools in Comoros, including bioclimatic construction provisions adapted to the local context;
- Mobilise and sensitise local communities in the global rehabilitation programmes so that they take ownership of the project;
- Conduct design studies for at least one comprehensive rehabilitation project for a primary school and one comprehensive rehabilitation project for a secondary school;
- Supervise and coordinate local project management during the design study phase.
Technical assistance for transport governance in Ghana ( 2021 - 2023 )
The global objective of this assignment is to improve the sustainability and security of the regional road transport system. The specific objectives of this assignment are: (i) institutional and regulatory capacity building together with capacity building of administrations and relevant agencies and greater awareness of gender issues, (ii) administrative and technical simplification of transport, and (iii) improved maintenance of the regional network, and its sustainability by reducing overloading.
The expected results of the assignment are: (i) improved governance of road maintenance, and (ii) improved transport services, conditions and fluidity of regional road corridors.
Conduct of studies for the construction of a Dry Port in N'Gueli ( 2021 - 2023 )
Within the framework of deepening integration by reducing the duration and cost of goods transit following the decongestion of the Douala Autonomous Port in favour of the relocation of port transit operations, the objective is to improve customs clearance conditions between Cameroon and Chad, reduce transport costs, improve the fluidity of traffic and reduce customs clearance time as well as physical and non-physical barriers along the corridor.
The N'gueli dry port will be a multifunctional customs clearance platform dedicated to the relocation of port operations, including, among others: (i) buildings (ii) a weighing station (iii) an autonomous water supply system; (iv) an autonomous electricity supply system (v) an autonomous wastewater treatment system (vi) an autonomous system for the recycling and recovery of waste (v) roads and various networks, and (vi) and fences.
Technical Assistance Services to the PROMOVE Transporte Programme ( 2020 - 2025 )
The PROMOVE Programme is part of the EU’s overall approach to rural development under the 11th EDF. The overall objective of the Programme is to contribute to sustainable, equitable, inclusive and broad-based economic growth and to poverty reduction in the context of national food and nutrition security (FNS) and climate change through improved, equitable access to food, and equitable access to public goods and services in the rural areas of the Provinces of Nampula and Zambézia. The technical assistance services for the PROMOVE Transporte Programme aim to provide assistance to the National Authorising Officer (NAO), the National Road Administration (ANE) and the Road Fund at the central and provincial levels and to the European Union Delegation in Mozambique with their oversight of these projects.
Technical Assistance to the ECOWAS Commission for the Study on the Abidjan-Lagos Corridor Highway ( 2020 - 2025 )
The 1,028-km six-lane homogeneous Highway from Abidjan to Lagos is a major Transport Infrastructure Project for Western Africa. The ECOWAS Commission ensures the implementation of the technical studies and related activities. These large-scale engineering studies, coupled with the development of a construction strategy and motorway operating procedures through PPP, are complex services to handle by contracting authorities and involve significant budgets. Furthermore, three Design and Engineering (D&E) firms are contracted to carry out the technical studies, dividing the corridor into three lots and requiring strong supervision to ensure effective coordination of the studies. Therefore, the aim of the Technical Assistance (TA) Services is to: (i) support the PIU with the diverse nature of studies being pursued under the Programme, (ii) serve as an interface with all stakeholders, (iii) support ECOWAS in anticipating urgent actions, and (iv) take the necessary decisions regarding technical, legal and financial expertise to allow ECOWAS and the authorised agencies of Member States to effectively manage all phases of each service component provided for in the study.
