The AfDB, through the Desert to Power initiative, selected the consortium led by SOFRECO to carry out a technical study on the integration of solar power generation into the electricity grids of Burkina Faso, Mauritania, Niger and Chad.
The study aims to provide each country with a roadmap for the development of renewable energies, particularly solar energy, in the short, medium and long terms. The study aims to enable each country to define the short-, medium- and long-term investment priorities for the development of renewable energies throughout the national territory, while minimising the cost of supplying the country with electricity, within the acceptable limits of reliability.
Creation of an Implementation Unit for the Ministry of Water and Energy (Chad Energy Access Project) ( 2024 - 2029 )
The overall objective of this assignment is to set up and run the Project Implementation Unit (PIU), which, under the supervision of the MWE, should be able to: i) effectively manage, coordinate, implement and supervise all (sub-)components of the PAAET Project, until their objectives are achieved, and ii) contribute to capacity building for the institutional actors involved, such as the MWE, and to transfer our skills to enable the Ministry to master PIU activities.

Ginger SOFRECO, under the Scaling Mini Grids initiative by the International Financial Corporation (IFC), is supporting the Congolese government, through the ARE (Electricity Regulatory Authority) and UCM (Project Coordination and Management Unit of the Ministry), in developing mini-grids in Kabinda, Kananga, and Mbuji-Mayi, including tender processes, transaction finalization with selected developers, contract monitoring and capacity building.
Consultancy Services for a Legal, Institutional, Regulatory and Contractual Framework, a Gap Analysis Review and a Renewable Energy Tender Programme Design ( 2024 - 2027 )
The Project assists the Revolutionary Government of Zanzibar (RGoZ) in creating an effective legal and regulatory environment for promoting renewable energy projects and facilitating private sector participation through a well-structured tendering programme. Phase 1 of the project focuses on the gap analyses, legal reforms, risk assessments, tender strategy formulation, capacity building and communication planning to ensure readiness for competitive bidding. Phase 2 involves executing the first renewable energy tender, providing end-to-end transaction advisory services, including bid management, evaluation and commercial close. The project aims to amalgamate technical, legal and financial knowledge, aligned with global standards in PPP renewable energy project tendering practices.

Technical assistance service to assist the Energy Division of the Ministry of Infrastructure in implementing the recommendations of the Functional Review and its action plan ( 2021 - 2024 )
The overall objective of this technical assistance is to strengthen the capacities of the Ministry of Infrastructure in the short and medium terms for the Ministry to fulfil its mandate as described under the energy sector's policy and strategy framework. It aims to assist the ministry in implementing some of the recommendations from the Functional Review study, through the provision of specific thematic studies and further strengthen the capacities of the Energy Directorate in particular.
This technical assistance comprises especially the review of the National Energy Policy, the establishment of a framework for setting and monitoring targets for energy efficiency, the development a comprehensive Energy Management Information System (MIS) framework, drafting ToRs and assisting the Energy Directorate in the development/updating of policy and legal instruments.
Technical assistance to the New and Renewable Energy Authority (NREA) - Renewable energy planning ( 2021 - 2022 )
The objective of this technical assistance is to enhance the NREA Strategic Department’s efficiency by building its capacities, providing coaching and transferring energy planning know-how through the development of an energy modelling platform, fed with studies and renewable energy scenarios developed during the technical assistance. In order to achieve this objective, AFD alongside the NREA, has identified a set of activities requiring consultancy services. The Consultant is expected to evaluate the energy planning capacities within the NREA and in Egypt, identify energy scenarios relevant to the NREA, develop an energy modelling platform containing pre-identified scenarios, identify a financing strategy based on the international best practices and energy markets scenarios and coach the NREA’s energy planning team on the further development of the aforementioned topics.
Drafting of the National Energy Policy and of the National Strategy for Energy Access to All, and updating of the regulatory texts of the energy sector in Mali ( 2021 - 2022 )
In order to have a political, legal, regulatory and institutional framework conducive to the promotion of renewable energy investments, the National Energy Directorate, through the Mali Electricity Sector Improvement Project (MESIP), was provided with support services from SOFRECO.
The project has two objectives: i) to finalise the process begun in 2013 of revising the National Energy Policy and to revise the associated regulatory texts; ii) to develop a National Strategy for Access to Electricity for All. The Malian stakeholders are the Direction Nationale de l'Energie (DNE), under the supervision of the Ministry of Energy and Water, and the other actors of the energy sector, notably institutions (EDM, AMADER, OSER, etc.).
Technical assistance to the Liberia Electricity Regulatory Commission (LERC) and Ministry of Mines and Energy (MME) ( 2020 - 2023 )
