Economic and Financial Feasibility Study of the National Programme for the Development of Plantations and Field Crops ( 2021 - 2022 )
In the framework of the implementation of the agricultural component of the Government’s Action Programme, a decision was taken to develop large-scale farming by implementing modern techniques for the production and use of perennial cash crops. The programme must meet the two-fold objective of optimising the development of farmland and attracting national or international investors to increase national added value.
The feasibility study must assess the costs and returns of the programme, evaluate its constraints and propose solutions thereto, and finally, propose operating arrangements that meet the government’s objectives.
Technical assistance to IORA for the implementation and coordination of its action plan on the blue economy, fisheries, aquaculture and the marine environment (Part 2) ( 2020 - 2023 )
The IORA Secretariat has identified the following six priority pillars in the blue economy as recommended by the Council of Ministers’ Meeting and approved by the Secretariat in consultation with the Member States: 1) Fisheries and aquaculture; 2) Renewable ocean energy; 3) Seaports and shipping; 4) Offshore hydrocarbons and seabed minerals; 5) Marine biotechnology, research and development and 6) Tourism.
This project aims to build the capacities of IORA and of its Member States to achieve the specific objectives of the Blue Economy Action Plan with a strong focus on fisheries, aquaculture and the marine environment.
Preparing irrigation and drainage system development in Nakhchivan Autonomous Republic ( 2020 - 2023 )
The project will support rehabilitation and modernization of the irrigation and drainage networks serving about 23,230 ha of land in the Nakhchivan Autonomous Republic (NAR) of Azerbaijan. The project will also help strengthen institutional capacity of the irrigation system management and operators. The project will include two indicative outputs: (i) irrigation and drainage infrastructure improved and/or constructed; and (ii) capacity of the Amelioration and Water Management Open Joint-Stock Company (AWMC) and water users associations (WUAs) in irrigation and project management improved.

Within the framework of the establishment of a 3000 TCD greenfield sugar project, the objectives of the proposed assignment are to: (1) assess the project plans, technology, construction contracts, and review the assumptions of the financial model; (2) produce quarterly reports on the project's progress for the agricultural and industrial components; and (3) validate the deadlines and requests for payment of the various entrepreneurs in line with the works’ progress.
The assignment concerns the whole sugar complex (fields, irrigation and factory).
Trade and Innovation Support in India ( 2023 - 2026 )
The objective of the project is to reinforce EU-India cooperation on trade, innovation and digitalisation in line with mutually agreed priorities.
Under Component 1, the project supports the three streams of EU-India negotiations (a Free Trade Agreement, a Geographical Indications Agreement and an Investment Protection Agreement). The support is provided through sectoral studies, stakeholder consultations, communication, policy advocacy, technical/legal analysis of market access barriers, etc., as well as via the support to the establishment of an EU-India Chamber of Commerce. Under Component 2, the project supports the Trade and Technology Council and the Connectivity Partnership. The action assists in mapping the Indian needs and matching European offers in priority sectors and developing tools to facilitate assessment and access to the Indian markets for European incubators, accelerators and small and medium enterprises (SMEs). The project also aims to design and create a sustainable and effective online platform connecting the two ecosystems.
Technical assistance for the coordination of EU-funded interventions in Borno State ( 2018 - 2022 )
The overarching objective of the programme is to contribute to resilient and sustainable peace in the State of Borno, in line with the Nigerian government’s strategy as laid out in the Buhari Plan of June 2016.
This programme foresees the recruitment of a Technical Assistance Team to improve the coordination of EU-funded actions in Borno State and enhance the capacity of the Triple R Ministry of Borno State in its day-to-day activities and in its relations with the development/humanitarian community in the State. Specific attention will be placed on the transition from short-term relief aid to long term development.
Generally speaking, this TAT will aim to: a) act as a facilitator with major stakeholders such as the EU Delegation in Abuja and ongoing EU-funded programmes in the State, and b) reinforce the capacity of the Triple R Ministry. This TAT will further develop ties with ongoing EU programmes, especially the 9 EU-funded resilience programmes launched in January 2018. Other relevant interventions by development partners will also come into consideration.
The TAT will work in close coordination with the Programme Steering Committee, which will oversee strategic matters, and the Technical Implementation Committee which will focus on coordination and technical issues.
EU-Timor Leste Cooperation Facility ( 2024 - 2028 )
This action supports the implementation and coordination of the EU programmes in Timor Leste and enhances the partnership and development cooperation. Specifically, it: (i) supports the improvement of the coordination of the EU cooperation strategies, (ii) enhances the capacity of line ministries to ensure effective implementation of EU strategies, policies and projects, and (iii) increases the capacity of all relevant stakeholders to develop actions in the framework of the Global Gateway and the Indo-Pacific Strategy.
Study on taxation policy and collection systems for taxes, fees and service charges on urban and land properties ( 2022 - 2023 )
The main objective of the mission is to support the Malagasy Ministry of Economy and Finance in the mobilisation of fiscal and parafiscal revenues for the benefit of the State and decentralised local authorities by providing an in-depth study on the taxation and collection systems of taxes, levies and service charges on urban and land properties (urban and rural) and to prevent money laundering.
Technical Assistance to the Justice Reform Support Programme Phase 3 (ATPARJ III) ( 2021 - 2024 )
Contribute to the implementation of the justice reform strategy and to the objectives set out in PARJ III. The overall objective of PARJ III is to help consolidate the Rule of Law and good governance in Tunisia. In the framework of the 2016-2020 Action Plan, the programme has three specific objectives: (i) Strengthen the independence and impartiality of jurisdictional authority; (ii) Support the justice and penitentiary reform process (particularly in civil and commercial matters) by building the institutional and operational capacities and skills of the beneficiaries, to achieve a more efficient and better quality justice system; (iii) Strengthen access to a quality system of law and justice for all with a specific focus on the rights of women, children and people living in vulnerable situations.
