Conduct of a feasibility study as well as a basic engineering study (FEED) with a view to setting up a food phosphates, fertilisers and chemicals complex at El Aouinet, Wilaya de Tébessa in Algeria.
The Complex Project includes the Sulphuric Acid (SA - 555,000 t/y), Phosphoric Acid (PA - 180,000 t/y), Calcium Phosphates (DCP/MCP - 200,000 t/y), fertilizers (TSP/NPK - 120,000 t/y) and storage/utilities infrastructure at the El Aouinet site (Wilaya of Tébessa) and at the Port of Annaba.
Support of expertise for the Livestock sector development plan in AlUla County: Design, feasibility study and modelling of an abattoir and slaughtering activities ( 2023 - 2024 )
The goal of this project is to deploy a strategy for the sustainable development of the livestock sector in Alu’la County, by restructuring slaughtering activities as the first step of a larger Livestock Sector Development Plan. Component 1 (existing abattoir) involves a technical and financial feasibility study on renovating and improving the operating conditions of the existing abattoir in Al’Ula. Component 2 (future abattoir and related services) proposes scenarios for new models of abattoir services in Al’Ula County, an economic and financial analysis of the scenario, the development of precise technical specifications for the design and engineering of the new abattoir, and the related infrastructure network and services.
Strengthening the resilience of the agriculture sector project: Feasibility study - business plan - ESIA/ Detailed design/cost estimate for three ALCs and Supervision of works ( 2022 - 2025 )
The Project supports the establishment of three Agro-Logistic Centres (ALCs) located with one each in the Khatlon, Sughd, and RRS regions, where horticulture production is concentrated. The basic parameters for each ALC would include: a minimum 10,000 m² of area, from 3,000 to 5,000 m² of built facilities, with enough flexibility to anticipate an expansion, a handling capacity for 5,000 to 8,000 tons of fresh and processed fruits and vegetables, (cold) storage capacity, and a multi-functional sorting, grading and packing line.
The scope of works is divided into three phases, with each phase being conditional on the Client’s approval of the preceding phase. Phase 1 consists in preparing a feasibility study and schematic design. Phase 2 consists in preparing a detailed engineering design and bidding documents. Phase 3 consists in supervising the works.
Technical studies for the three selected development operations resulting from the Antananarivo Sanitation Master Plan ( 2022 - 2024 )
The Government of Madagascar has initiated a programme to improve the living environment of the Antananarivo agglomeration and its urbanisation. The present study constitutes the engineering and project management mission for the preparation of the second phase of the Antananarivo Integrated Sanitation Programme (PIAA 2) for three operations: (1) the renovation of the underground part of the Analakely ovoid, (2) the rehabilitation of the drainage network of the stadium and the Mahamasina sector, and (3) the collection and removal of wastewater around Lake Anosy.
The study includes the completion of the detailed technical studies (preliminary design and detailed design), the preparation of the tender documents, the preparation of the Environmental and Social Impact Assessments (ESIAs) and the Environmental and Social Management Plans (ESMPs) as well as the drafting of the Resettlement Action Plans (RAPs) for each of the three infrastructures.

Programme for Sustainable and Inclusive Growth in the Fisheries Sector - Aquaculture Component (CapFish Aquaculture) IT3: Sector Governance and Regulations project ( 2022 - 2023 )
The main activity of the services is to strengthen the sector governance, develop and implement regulations and conduct related monitoring and evaluation (M&E). This will be achieved by developing FiA aquaculture sector management capabilities, creating new and reinforcing existing aquaculture regulations for seeds (locally produced and imported), and for feed (locally produced and imported). Furthermore, actions will be organised to mitigate any negative environmental and social impacts by controlling biosecurity, including the use of chemicals, in hatcheries and farms, to collect data and monitor markets, and to control labour, licensing, farm registration, etc. Method and protocols to collect data will also be introduced.
Lenders' Technical Advisor (LTA) for Meghna Group of Industries (MGI) PVC/PET - Phase 2 ( 2021 - 2024 )
Meghna Group of Industries (MGI) is developing a project, with an annual capacity of 150,000 t of polyvinyl chloride (PVC) resin and 100,000 t of polyethylene terephthalate (PET) resin. ING Bank, a branch of ING-DiBa AG (Germany), has assigned SOFRECO as Lenders’ Technical Advisor (LTA) to the MGI Project. The LTA acts for the group of long-term lenders and has to periodically conduct a review and evaluation of the project construction and operation in terms of the actual progress of works against the specifications and contractual requirements, including any factors that have or could reasonably be expected to have a material adverse effect on the project.
Economic and Financial Feasibility Study of the National Programme for the Development of Plantations and Field Crops ( 2021 - 2022 )
In the framework of the implementation of the agricultural component of the Government’s Action Programme, a decision was taken to develop large-scale farming by implementing modern techniques for the production and use of perennial cash crops. The programme must meet the two-fold objective of optimising the development of farmland and attracting national or international investors to increase national added value.
The feasibility study must assess the costs and returns of the programme, evaluate its constraints and propose solutions thereto, and finally, propose operating arrangements that meet the government’s objectives.
Technical assistance to IORA for the implementation and coordination of its action plan on the blue economy, fisheries, aquaculture and the marine environment (Part 2) ( 2020 - 2023 )
The IORA Secretariat has identified the following six priority pillars in the blue economy as recommended by the Council of Ministers’ Meeting and approved by the Secretariat in consultation with the Member States: 1) Fisheries and aquaculture; 2) Renewable ocean energy; 3) Seaports and shipping; 4) Offshore hydrocarbons and seabed minerals; 5) Marine biotechnology, research and development and 6) Tourism.
This project aims to build the capacities of IORA and of its Member States to achieve the specific objectives of the Blue Economy Action Plan with a strong focus on fisheries, aquaculture and the marine environment.
