The aim of this technical assistance to ANASA was to support the implementation of component 1 of the Support to Agricultural Statistics and Land (ASAF) programme, i.e., ‘Relaunch/redevelopment of sustainable statistical information systems in the rural sector'. The specific objectives (SO) were:
SO1: Institutional strengthening of the sector’s structures and coordination;
SO2: Establishment of the methodological bases for regular, quality statistical production;
SO3: Establishment of the sector’s baselines through the development of the National Agriculture and Livestock Census (RNAE);
SO4: Relaunch/establishment of a system for annual business and consumer surveys.

The Project Management Unit (PMU) ensures the monitoring of the implementation of operational components and provides technical assistance on the steering of the PARSIFAL. This project provides support to municipalities to improve access to employment and employability for vulnerable populations, increase agricultural productivity together with sustainable management of surface water and preserve landscapes and soils (fight against erosion).

As part of Component “B” of the Project of Regional Support to the Sahel Irrigation Initiative Support Project (SIIP), the Strategic Partner (SP) under types 1 and 3 provides highly qualified technical assistance to the Regional Coordination Unit of the Project and to the six national Project Management Units (PMU) for the development of “irrigation solutions” to strengthen the capacities of the actors involved in irrigation planning and to implement the solutions identified under type 1 (partial water management: lowlands and controlled flood recession agriculture/cultivation systems) and type 3 (full water management: small-scale irrigation schemes managed by communities).
The SIIP finances efficient and reliable irrigation solutions for the revitalisation/modernisation and management of existing irrigated schemes and the development of new schemes (“sub-projects”), particularly in small- and medium-scale irrigation systems for a total target surface area of 23,225 ha by the end of the project (2023) in the priority intervention zones and divided into five major types of irrigation.

Management of the Programme entitled "Agri-Connect: Supporting value chains for shared prosperity", with the aim of contributing to inclusive economic growth, promoting private sector development and job creation in the agricultural sector and increasing food and nutrition security by promoting the productivity, commercialisation and competitiveness of the tea, coffee and horticulture sectors.

The objective of the assignment is to assess, via phased M&E, the overall value for money of investments in the new Affordable Inputs Programme (AIP, intended to benefit all smallholder farmers - circa 4.2 million) during the 2020/2021 cropping season in terms of the contribution to agricultural production and food security in Malawi. The M&E assesses the economy, efficiency and effectiveness of AIP 2020/2021, and provides information to the Donor Committee in Agriculture and Food Security (DCAFS) and recommendations to the new Government administration on how best to design, fund and implement future agriculture subsidy programmes for optimal impact.
