Management of a health programme focused on performance-based financing consisting of contracting health facilities in health regions 4 and 5 ( 2020 - 2022 )
The Ministry of Health and Population has recruited Conseil Santé to act as Contracting and Verification Agency (CVA) in health regions 4 and 5, in order to provide verification, coaching and capacity building services related to the tasks required by the performance-based financing (PBF) approach.
The general objective of the CVA’s mission is to help with the implementation of PBF in regions 4 and 5 (5 health districts) in compliance with the national PBF manual.

The mission consisted of training four civil servants and managers from the Ministry of Health and Population of the Congo, the Ministry of Decentralisation and Territorial Development of Madagascar and the Ministry of Economy and Finance of Madagascar on the theme: ''Public Investment Programming as part of programme budgets''. Over the course of 10 days, the participants strengthened their skills in order to acquire an understanding of the technical framework for investment programming, the tools and methods required for monitoring and evaluating under a programme budget, and a knowledge of decision-making aids.

The assignment consisted of training 12 people from various Senegalese institutions (Ministry of Energy, Oil and Mines, the Energy Sector Regulatory Commission, Senelec and MCA Senegal II) on the theme of ''Leadership and Change Management''. The aim of the five-day course was to enhance participants' skills and theoretical and technical knowledge in the area of change management.
