This project supports the P3A PMU in the strategic steering, operational implementation and monitoring of the Programme. It supports the strategic planning, identification, formulation, implementation and/or supervision of activities through the four institutional twinning instruments, TAIEX, SIGMA and ad hoc actions.
The TA activities aim for both the institutional and organisational strengthening of the PMU, the strengthening and coordination of the network of focal points within the beneficiary ministries, and the effective supervision of all the activities financed by the programme (from formulation to implementation), and lastly, the effective implementation of part of the activities through short-term (ad hoc) expert assignments.

The mission's objective is to provide the Nigerian Federal Ministry of Agriculture with strategic recommendations for structuring the supply of fresh produce to the country's six largest cities. This strategic plan aims at creating a framework for modernising the wholesale trade to supply the major cities and peri-urban areas, while ensuring the proper structuring of the Nigerian agri-food value chain.
Strengthening the resilience of the agriculture sector project: Feasibility study - business plan - ESIA/ Detailed design/cost estimate for three ALCs and Supervision of works ( 2022 - 2025 )
The Project supports the establishment of three Agro-Logistic Centres (ALCs) located with one each in the Khatlon, Sughd, and RRS regions, where horticulture production is concentrated. The basic parameters for each ALC would include: a minimum 10,000 m² of area, from 3,000 to 5,000 m² of built facilities, with enough flexibility to anticipate an expansion, a handling capacity for 5,000 to 8,000 tons of fresh and processed fruits and vegetables, (cold) storage capacity, and a multi-functional sorting, grading and packing line.
The scope of works is divided into three phases, with each phase being conditional on the Client’s approval of the preceding phase. Phase 1 consists in preparing a feasibility study and schematic design. Phase 2 consists in preparing a detailed engineering design and bidding documents. Phase 3 consists in supervising the works.
Technical studies for the three selected development operations resulting from the Antananarivo Sanitation Master Plan ( 2022 - 2024 )
The Government of Madagascar has initiated a programme to improve the living environment of the Antananarivo agglomeration and its urbanisation. The present study constitutes the engineering and project management mission for the preparation of the second phase of the Antananarivo Integrated Sanitation Programme (PIAA 2) for three operations: (1) the renovation of the underground part of the Analakely ovoid, (2) the rehabilitation of the drainage network of the stadium and the Mahamasina sector, and (3) the collection and removal of wastewater around Lake Anosy.
The study includes the completion of the detailed technical studies (preliminary design and detailed design), the preparation of the tender documents, the preparation of the Environmental and Social Impact Assessments (ESIAs) and the Environmental and Social Management Plans (ESMPs) as well as the drafting of the Resettlement Action Plans (RAPs) for each of the three infrastructures.

The main activity of the services is to strengthen the sector governance, develop and implement regulations and conduct related monitoring and evaluation (M&E). This will be achieved by developing FiA aquaculture sector management capabilities, creating new and reinforcing existing aquaculture regulations for seeds (locally produced and imported), and for feed (locally produced and imported). Furthermore, actions will be organised to mitigate any negative environmental and social impacts by controlling biosecurity, including the use of chemicals, in hatcheries and farms, to collect data and monitor markets, and to control labour, licensing, farm registration, etc. Method and protocols to collect data will also be introduced.
