The overall objective of the mission is to strengthen the human capacities of the agents of the Economic Interest Grouping for the Maintenance of Waterways, GIE-SCEVN.
More specifically, the objective of the assignment is to implement the training plan for the agents of the GIE-SCEVN, established in the framework of the organisational and institutional audit of the GIE-SCEVN.
The Consultant must analyse the training plan drawn up in 2015 and make proposals for updating the plan according to the changes observed at the level of the GIE-SCEVN since the date on which the training plan was drawn up.
Depending on the module, training takes place in Brazzaville, Bangui, within the company or abroad.
At the end of the mission, a final mission report is drawn up, in which an evaluation of each training module and proposals for further training are developed, in order to improve the performance of the trained agents.

The mission consisted of training officials from the DRC's Ministry of Finance on the topic of 'Financial Programming Tools'.
After the ten-day training, participants acquired:
- A better understanding of financial programming techniques
- A command of the programme components
- A full understanding of the stages of medium-term expenditure framework (MTEF) and medium-term budgetary framework (MTBF) development
- A better understanding of budget negotiation and arbitration techniques
- A command of the use of computer models for the preparation of the government financial operation tables, the MTBF and the MTEF

The mission consisted of training officials from the Ministry of Rural Development of the Democratic Republic of Congo on the topic of 'Financial Programming Tools'.
After the training, the participants acquired:
- A better understanding of financial programming techniques;
- A command of the programme components;
- A full understanding of the stages of MTEF and MTBF development;
- A better understanding of budget negotiation and arbitration techniques;
- A command of the use of computer models for the preparation of the government financial operation tables, the MTBF and the MTEF.

The mission consisted of training several civil service officials from Central and West Africa (the National Agency for the Fight against Corruption - ANLC - in Guinea, the DRC Ministry of Health and the Road Fund in Cameroon) on the theme: Digitalisation and Electronic Document Management (EDM). This 10-day training course aimed at enabling the participants to:
- Acquire knowledge of the risks of poor archive management and discover the challenges of setting up an archiving system;
- Learn the methods of digitalisation of administrative information and discover its standards and regulations;
- Acquire knowledge of the contributions of new technologies for the de-materialisation of documents and processes;
- Discover and master the contributions of EDM as their professions evolve;
- Understand the methodology of technological project management: from Record Management (RM) to EDM.

The mission includes the preparation of educational materials and logistics as well as the conduct of a training session for 9 officials of the National Agency for the Fight against Corruption and the Promotion of Good Governance (ANLC) of Guinea, in Conakry, on the theme of 'Techniques for detecting fraud and corruption in public procurement'. This training course lasts 5 days.

The mission consisted of training senior officials from public administrations in Southern, Central and West Africa on the theme: Management of Public-Private Partnership Contracts. This 10-day training course was designed to strengthen skills as well as theoretical and technical knowledge in the field of public-private partnership management.
In addition, 10 hours of individual coaching was organised by distance learning on the use of specific IT tools for good budget planning.

The mission consisted of training senior officials from public administrations in Southern, Central and West Africa on the theme: Management of Public-Private Partnership Contracts. This 10-day training course was designed to strengthen skills as well as theoretical and technical knowledge in the field of public-private partnership management.
