Owner’s Engineer for Design, Procurement and Construction Supervision of the transmission network ( 2022 - 2025 )
The objective of the assignment is to provide technical and management support to the Dominica Geothermal Development Company Ltd. (DGDC) to ensure the successful delivery of the construction of the new transmission network at 69 kV and 33 kV connecting the planned 15 MW geothermal power plant to the existing grid. The success of the Project will be assessed by the delivery of this new infrastructure on schedule, within budget and according to technical, environmental and social standards.
The Owner’s Engineer is expected to: (i) perform preliminary surveys and the corresponding scoping, cost estimate and engineering design work for transmission lines and substations; prepare the procurement plan, bidding documents for each procurement package, including technical specifications; (ii) support DGDC in the bidding process (iii) support DGDC for contract management and carry out construction supervision, and (iv) support DGDC during the guarantee period.

The North Gaza Sewage Treatment Solar Power plant project aims to design, supply and install a 7.53 MWp solar photovoltaic power station. The Contractor is to design a photovoltaic power station and the associated energy management systems (EMS), divided into 4 sub-groups throughout the Sewage treatment plant site.
As part of this project, SOFRECO is carrying out the project management assistance, from the design studies to the operational acceptance and commissioning, i.e., 22 months.
Côte d'Ivoire, Liberia, Sierra Leone and Guinea Electricity Interconnection Project/Rural Electrification - Guinea Component (CLSG/VER): Monitoring and supervision of rural electrification works ( 2020 - 2023 )
As part of the Côte d'Ivoire, Liberia, Sierra Leone and Guinea Electricity Interconnection Project, leading to the construction of a 1,357 km, 225 kV double circuit transmission line to connect the four national electricity networks, this project assisted in the establishment of a dynamic electricity market in the West African sub-region and in securing the electricity supply of the participating countries. Ginger SOFRECO, on behalf of and in the best interest of the contracting authority (EDG), was responsible for monitoring and supervising the execution of the entire rural electrification component.
Study of wind measurement using a meteorological mast in the Port of Cotonou ( 2024 - 2025 )
The aim of the project is to determine the viability of wind turbine installations with rotors 155 metres high. The aim of the consultation is to collect and analyse wind data over a continuous period of at least 12 months, at a height of 120 metres. The expected results include: (i) the installation, operation and removal of a wind measurement device, (ii) measurements in accordance with international Measnet standards, (iii) a full report on the measurement campaign, and (iv) reliable, bankable data for preliminary analysis.
Studies, control and supervision of the construction works for the interconnection of the Cameroon and Chad power grids (PIRECT) ( 2024 - 2029 )
Project Management Consultancy mission to the SONATREL Project Management Unit for the implementation of the regional component of the Interconnection Project of the Cameroon and Chad Power Grids. In Cameroon, the planned works include the construction of 650km of 225kV line, the construction of 3 substations (225/30kV) and the extension of 2 substations (225/110/30kV and 225/90/15kV), as well as the rural electrification of more than 400 communities along the HVB line.
The Ginger SOFRECO/RTEi consortium, as the Project Management Consultant, is responsible for: i) updating the preliminary and detailed design studies, the ESIA and RAP studies and the hazard studies; ii) drawing up the tender documents and assisting with the procurement process; and iii) monitoring and supervising the works (HV line, substation and rural electrification), including monitoring the implementation of environmental and social protection activities, and providing assistance during the warranty period.

The project consists of conducting three pre-feasibility studies for the production of green hydrogen and ammonia in Tunisia, and providing strategic recommendations for their implementation. Ginger SOFRECO is responsible for the technical and environmental component, including the identification of suitable regions, the analysis of shared infrastructures, and the design of cost calculation tools. An analysis of financial feasibility is also being conducted by the partner.
Continuation of supervision of construction work on the ''Electricity Distribution'' project, transferred to the Beninese Electricity Company (SBEE) by MCA-Benin II. ( 2023 - 2025 )
The MCA-Benin II Project was completed by the closing date of the Compact on 22 June 2023, with the exception of the contract for the IPP connections of the EIFFAGE/RMT Contractor. The post-completion supervision activity focuses on the removal of reservations and the correction of defects during the Defect Notification Period, in collaboration with the SBEE teams. The current assignment is aimed at supervising the construction work on the connections for the four IPP solar power plants, as well as the removal of reservations for the other contracts, in accordance with standards and contractual requirements.
Technical assistance for the reinforcement of electricity distribution networks in 9 cities (PEEAE 2 project) ( 2022 - 2026 )
The purpose of the PEEAE2 project is to restructure and extend the electricity distribution networks in 9 towns in Senegal: Saint Louis, Zinguinchor, Kaolack and Fatick, Thiès, Tivouane and Mbour, Touba and Diourbel. The extension and rehabilitation works, estimated at EUR 20 million, concern 214 km of MV lines and 165 km of LV lines, the creation and rehabilitation of 85 MV/LV substations, and the remote control of 74 MV/LV switching stations. The Owner’s engineer mission includes two phases: a review of existing studies/procurement and the supervision of the works/management of the company's contract. The services aim to ensure the smooth running of the works in accordance with the contractual specifications and in compliance with quality standards, deadlines and costs, as well as the efficient commissioning of the project. The engineer acts as the Client's representative.
