The project aimed to strengthen electricity services in three of Côte d’Ivoire’s main cities. It comprised a ‘distribution network’ component, including the extension of HV and LV networks (lines and stations), a ‘public lighting’ component, to replace lamps by more economic models, and a component to train the Contracting Authority and Project Manager.
The Consultant provided support services to the Contracting Authority and Project Manager for the control and supervision of the construction works of the two components of the ENERGOS project, including revision of the technical studies, project management, administration of the Contractors’ contracts, preparation and technical supervision of the works, their administrative and financial verification, tests and provisional and definitive acceptance, and monitoring during the guarantee period.

This project provided technical assistance to the PMU operating within the major national energy utility, Barki Tojik (BT) for:
- the rehabilitation of the 240 MW Golovnaya HPP (6 Kaplan turbines) commissioned in 1964, 120 km south of Dushanbe on the Vakhsh cascade. This involved two separate turnkey contracts (rehabilitation of the powerhouse and of the plant’s 110 and 220 kV switchyards);
- the rehabilitation of a 110 kV facility and construction of the new 110 kV Rudaki substation in Vose district (Khatlon province) and of a new line (10 km) (turnkey contract) to overcome voltage drops and overloads resulting in frequent outages.
Both parts involved procurement activities, project and contract management services over the design and works phases, works supervision, staff training, and environmental and social safeguard monitoring.

This project aims to improve supply reliability by conditioning the transmission and distribution system, rehabilitating the protection relay, and strengthening and increasing the power supply capacity so as to provide electricity to non-electrified or newly developing areas, thereby contributing to economic and social development in the Santo Antão, S. Vicente, Sal, Maio, Santiago and Fogo islands of Cape Verde.
The work carried out by the Consultant involves the supervision of the works, including the installation of underground lines, overhead lines, transformers, meters and a SCADA system. It includes the control and surveillance of the works, and monitoring the implementation of environmental and social measures. Training support is also provided to the Project Owner.

Within an overall objective of developing a Strategic Framework dedicated to the emergence of a sustainable industrialisation, in service of the development of the Central African sub-region's integration, the project's specific objectives are: (i) the development of a Common Mining Policy for the CEMAC zone, (ii) development of a Strategic Plan for implementing this policy, and (iii) the identification of an appropriate Institutional Framewprk for implementing the strategic plan.
